I think it can be obtained by a simple quest given right near Ascalon City in Old Ascalon by Warmaster Grast
You can find a complete list with all the trainers and the skills that they can teach you here. Although, you should be able to get most of these skills just by finishing some quests. And dont forget, that there are also elite skills. The only way to learn an elite skill is to get a signet of capture and then find a boss that is using that specific elite skill that you want(you can only use elite skills of your 2 profs).
