Ok so my computer is nowhere near top of the line in fact it's pretty basic, but I really want to play Rift on it. The good thing is, is that I'm not picky with graphics I wouldn't mind having to put it at the lowest quality just so long as I can play it. Ok so the specs for my computer are
2.1GHz
2GB of DDR2 system memory
250GB hard drive
ATI Radeon 3100 graphics with 859 MB and 256 MB dedicated with 639 MB shared
And remember I don't care if I have to set the graphics to the lowest just as long as I can play it smoothly I don't care how good the graphics are. Thanks in advance.

I ran Rift during the last open beta event on my laptop:
3GB physical mem
generic onboard intel graphics accelerator: up to 1.2 Gb memory (not sure how this works, apparently it's adjustable??)
2.0 GHz Intel64 processor.
Nothing too superpowered as you can see. But I played on low settings, and even with the dozen or so other players running around with me, the game was playable. Heck, it even looks pretty good on low settings.
However, I think your system RAM @ 2Gb might be too low to play.
Old laptop yeah?
Minimum requirements for Rift are:
Operating system: Windows XP, Vista, or 7
Processor: Dual Core 2.0 GHz or better
Memory: 2 GB
Hard disk space: 15.0 GB available
Video: Nvidia GeForce FX 5900, ATI/AMD Radeon X300, Intel GMA X4500, or better
Sound: DirectX 8.1 compliant card
DirectX®: 9.0c, June 2010 update
Broadband internet connection (DSL, cable modem, or other high speed connection)
So to answer, you may be able to play, but barely. For comparison, I have a 2.9ghz core2duo, 4gb ram, 8800gt, xp64...and I can really only run Rift on low settings and get about 30 fps.
Pretty low spec's i think you barely meet the Minimum, But you might be able to run it with the lowest possible setting's
AMD Phenom(tm) II X4 955 Processor (4 CPUs), ~3.2GHz
