It is a viable build as you will see. The large energy pool is handy for the costly mesmer skills, while the damage dealing capabilities of the ele skills complement very effectively the energy leeching and ability hindering spells of the mesmer. Since most mesmer skills take a large time to recharge, you can equip ele skills that you can spam in between casting the mesmer's major skills, and add a few AoE spells you like from the elementalist.
Bah dont listen to Ganji I would say no to E/M and go M/E. The M/E has endless mana and fast casting will let you cast air spells faster than all hell. Its really fun to watch the mindless hords of monk/warriors die at your feet in seconds. The M/E can take out most all builds in seconds time. Good luck
I totally agree with Snarl, Me/E is better, since they start off with the hex spells, and they have Fast Casting, which I would take over Energy Storage, since you aren't going to be blasting 15 energy spells the whole time.
