It's always fun to get in at the ground level of an MMORPG, so I'd go for Rift even though I don't particularly feel like it's the best game out there. I do feel like it's better than EQ2 though.
They are very similar except for the crafting system. I can see EQ2 players going to Rift.
I don't know what eq2 game your playing, the game mechaincs are very different. I get the 10 rats kills or 10 gathering but really I find the missions and stories in eq2 to be much better thought out. The crafting is very different. In eq2 you have to interact with your crafting to counter errors and stuff. Rift crafting is like lotro and wow, press your button and boom done.
If you love eq2 then stick with it. Your don't have housing in rift, you dont have hq's, then your back to square one of grinding out a toon.
Oh well I gues s you should buy it and make your on mind up.

Having palyed EQ2 a good bit over the years , and at one time , it was my favorite game , it has grown stale for me , and Rift simply is more fun ...
