Emmm... EVE online? Just kdding.. it's prolly the worst :P But so far I think Rift could be a nice option since no-one got high end pvp gear/rank yet and from what i've seen with my friends lvling, you can reach out the max lvl pretty fast.
Actually, EVE is one of the few games where a noob can be useful in 'end-game' PvP almost immediately. I have heard many tales of players going to 0.0 space in their first month, and being useful from the start.
Obviously not as fast as GW. but the instant create a level 20 doesn't let you do much because you need to unlock skills from PvE to be good
Absolutely not true. If you only care about PvP, you can buy the PvP pack for all 3 chapters. These packs are actually cheaper than getting the games themselves and give you access only to the PvP part of the game and you have everything unlocked right away. So you will have access to everything right from the start. Can't get to high end pvp faster than this can you ? D"

To me the question is more like what do you consider competitive and what style of game? I played LOTRO for a long time for example. The company sucks, the pvmp is an afterthought but a good basis for a system that will never be developed. If you're talking about freeps for example in that game, eya you're looking at months of gear grinding, but monster side you can get all the most useful maps inside a week and if you play an OP class like a reaver or a warg you can be very strong very quickly and all you need there is a lvl 10 freep to roll monster side; but with thee way the system is you will never hit cap nor be the best and it will take months before you get the majority of your useful skills barring these 2 classes. I'm done with that game myself though and Turbine will never see another penny from me after their store lies and fiasco and other shit they did to ruin the game with f2p.
I'm playing Perpetuum mostly right now, you can do end game pvp from day one but you will get your ass kicked fast too unless you're in a zerg and your corp throws you some lwf's and you have nav 10 to keep up. This game has an Eve like skill progression with a mechwarrior/battletech theme, though, so with time based skill progression it'll be a LONG time before you're going to be a bad ass solo, which I'm finding out the hard way.
DC Universe Online throws you in to end game pvp in a week or 2 as it doesn't take long to hit cap etc, but the game play is shallow and was obviously designed with the ps3 in mind first and foremost so if you're looking for more than a button smasher you'll be disappointed.
I was also not a fan of GW mostly because of the art style but I am greatly anticipating GW2, it looks amazing.

I am curious about this really, since the biggest flaw with MMO's today is that it takes too long time to get into end level PvP.
Imo Planetside, takes about 10 minutes maybe 15 to run through the tutorial for extra br certs. You will lack options but you can be as strong with the same weapons as any 7+ year vet

There is only one server and you can switch channels with certain benefits and limits to each channel. If you couldn't PK on the PvE channel, i would not have even considered the game.
Amazingly there is a very small degree of griefing on the PvE channel because the PvP channel is so accessible and has enough bonuses to encourage people to use it more than the PvE.
There is an item mall, but it is very limited on items that affect PvP as to not be a hinderance to balance.
Graphics are about the best I've seen in any MMO, free or pay.
The game is very stable, the population is very healthy with lots of live players and the GMs are actually active live people that are quick to handle any bots or spammers.
If you do decide to try it, start playing your first character on the PvP channel and only resort to the PvE channel if the PK action gets too hot.
I've only been playing 3 weeks and can already participate effectively in the massive Temple raiding and defending pvp that takes place many many times per day. And that is without using the item mall for any reason because I really don't see any need for the items sold in it (for me).
This is a massive pvp game. If you want 1vs1, yeah, go play Guimp Wars, erm Guild Wars. :P
