Can you put a system together if you buy the individual components? Or is the only option a prebuilt system?

Wow 700, maybe you can just do some small upgrades on what you have now, a newer video card maybe, along with a half decent quad core processor.
i can ask one of my friends to put it together but a pre-built one might be easyer. both would work

Only reason I ask is you get more bang for your buck on a DiY. Not to metion you can go "cheap" to begin with on one or two things and then upgade 6 months down the road, without having to worry about compatabilty problems like you do with most prebuilts.

What do you need to fit into that budget? Just the case and everything that goes in it? Or do you need peripherals (monitor, mouse, keyboard, speakers, surge protector), too?

It's always better to build your own pc IF YOU'RE A GAMER. I've built several, starting around 500$ on up to around 1000$, and each build is easier then the last depending on the case. Can you build a good gaming pc for 700$. Yes, if the money goes on the pc itself rather then the peripheals(spl?). Can you buy a good gaming pc for 700$. You may be able to buy a decent one but sooner or later, you'll have to put money into it to keep it up to date
ah ok. ya its just the parts not the extra stuff. i can get that cheap. its just the parts to build the comp anda cheap case also. if i can build one for 700 that would be awsome.

$700 is a bit of a squeeze, in the sense that you don't have to skimp too badly anywhere, but you do have to spend very frugally.
I went over the Newegg to see what I could come up with, and this was about the best I was able to do. After shipping, it'll exceed your $700 budget by a hair, but there's also $30 in mail-in rebates. If you just don't have the upfront money to exceed that budget, even temporarily, I'm sure there are other people who could improve on my build-price wise, here or there. I tried to shave off every dollar I could, but there's always things I miss.
The bottom line is that your budget is workable. That machine would get you some pretty nice performance.

Make sure you either add, or have on hand, a SATA optical drive to that build (they only cost about $20), and your good to go.
Assuming that the $700 is excluding peripherals, something like what Catamount linked would be a good start.
I wouldn't get that power supply, though. This one is cheaper by $10, and also better:

As great as solid state drives are, they just don't fit a $700 budget for a gaming computer.
Yeah, it was definitely an oversight on my part to neglect an optical drive (and, of course, Quizzical always has a better handle on PSU recommendations). Still, that's a pretty small expense. Technically, you could probably knock $10-$20 off the case, too, but below the price-point of the NZXT Gamma, quality drops fast. Steel quickly moves to plastic outsides and sheet-metal insides that can practically slice an arm off with one wrong move by the user (I'm only hoping that case doesn't suffer from that), and cooling massively plunges as well.
It is worth noting that while it can mount 6 120mm fans, only one is provided. Still, buying a couple would not be expensive.
