You can only be a citizen of one country at a time. I'd advise against casual immigration; for one thing, it sets you back to the beginning of Rank 1 in your new country. I've never done it, so there may be other disadvantages as well. If you *really* want to do it, talk to an immigration NPC. In San d'Oria North, talk to Berphaule at C9. In Bastok Metalworks, talk to Mythily at J8. In Windurst's Heaven's Tower, talke to Rakano-Marukano (don't have a location). You will need money--4k to 40k. You retain your CPs and rank in your old country but cannot access them. You can't change allegiance while you are on a mission for your current country--and you can't resign a mission, either; you'll have to finish it.
On the other hand, if all you want is a Mog House at a foreign nation, read up in your manual about Rent-a-Rooms.
