I decided to finally look into all the new MMORPG's that are coming out but I quickly got overwhelmed. I figured my best bet was to come here and limit the search down by asking this:
Which upcoming (or current) MMORPG's use a skill based system ala UO or SWG. A system where when you swing a sword, you gain skill, and the chance of you hitting is based on a skill (like dodge or block) that your opponent has?
I'm totally turned off to all the "dumbed down" systems where you kill monsters for imaginary points that then give you imaginary levels that make you more powerful in everything you do, regardless of use.
Anyone name a few I should be checking out?

EVE has a skill based system. You dont gain as you perform an action though, you must acquire and then learn different skills over time. There are doozens of skills and each has 5 levels of advancement, which, depending on how advanced the skill is take longer or shorter to advance.
Im a big UO fan and I love skill based system, and when I played EVE i really liked it, so you may as well give it a try. Theres a 14 day promotional trial offered on this site and a few others, so take advantage of that.
I believe that is the idea behind "Darkfall", "Dark and Light" and a few others as well.
If Dark and Light is half as good as I am predicting that it will be, we are all in for a treat that have been so patiently waiting for something besides all this overly stream-lined garbage with pretty graphics the past couple of years.
Also, if you haven't ever sat your avatars feet in the original Asherons Call... you very well might wanna check it out as it is just as you described and the mmo that I still say is the best and deepest mmo out there.
(skills can either be raised with increasing levels of "experience spending" or raise through use of that skill. There are like 40 something skills to make up your character, and each can be advanced as you desire)
...And with their "Throne of Destiny" expansion coming out just next month, and a very much needed graphics upgrade... well Asherons Call is in my opinion going to be the best mmo out there for hardcore mmo fans. It amazes me that AC is still the best and has so many loyal fans after almost 6 years now. It's not the biggest. It's not the prettiest. But it does have a mature level of gamers for the most part and is the deepest and most challenging mmo on the list of current games. Ofcourse this is just my opinion, but I have played too many mmos now and keep going back to one of the oldest and one of the best. Still.

Since Dana react a LOT and take a great duty in explaining everything...You could say you hold him responsible for WISH not been a success and because of it, you now want him to direct you!
I would bet that Dana would take great time to explain everything he can, in a professionnal way, and suggest an alternative to WISH sour player base!

1. I'll check out Dark and Light and Darkfall, thanks.
2. SWG had a very good system that was ruined because they listened to the little kids and made it so everyone and their brother could be a jedi. Then they made it so that in order to be a jedi you had to embrace the power of "grinding". This turned the game into a dead land full of AFK grinders. I quit before I was forced to watch every other person be a jedi.
3. Me and my wife almost cried when Wish was cancelled. We were enjoying the beta very much and I had thought that I had FINALLY found my perfect MMORPG.
4. I liked Asherons Call but it was too easy to gimp your charachter. I wanted to be a plain archer and I leveled up to around 30 before I found out I was completely gimped because I didn't have item enchant or creature enchant.
See, Dana is most likely a main reason why WISH almost succeed.
However, in your current state, if you start blaming it, you will get extra juice and maybe the best answer you want to your question! I bet Dana know a lot about incoming skill oriented MMO or near futures changes in existing MMO, and if you ask him directly, he will not talk, he is professionnal.
But he is emotional, so if you bring WISH on the topic, he will react...then you somehow unstabilize him by telling him you think he is guilty, he will prolly give good juicy usefull info that you cant get otherwise, yet, it would be a side effect of what he want to say. Of course you need to be Chaotic and EVIL to do that to Dana!
Or you can be random like me and just throw openly some ''Malkavielic schemes'' that you think off and hope to get a glimpse from a more honest method of indirectly asking, and maybe put a smile on his face!

Eve as skilled based?? Yeah I keep having dreams of playing EVE online.
How about a game with a REAL player skills as in twitch based combat instad of stat grinding with random numbers that depends on everything?

Irth Online will be completely skill based.
It has already been said that Dark and Light will be level based.
Irth Online will be closest thing to pre-uoR UO ever altough it wont have as tasty graphics as f.ex. EQ2 but better than lets say...Shadowbane.
No one's mentioned Ryzom yet? Ryzom has a skill system like what you described. Although At first it doesn't matter if you're swinging Swords, Axes, Polearms, or Maces. But the skill trees do open up and become more specific.
Fight > Melee Fight/Ranged Fight
Melee Fight > 1h Melee/2H Melee
1H Melee > Swords/Maces/Daggers etc. (I think. I haven't gotten that far yet. XD)
But Ryzom definitely isn't twitch based, really. Unless you need to go and smack your Self Heal skill as fast as possible or become Gingo food. Muaha!

Roma Victor has exactly what you want- askill based system where the skills improve with use. And there are many many skills! Its also twich-based
Just to reply to a previous poster, i'm fairly certain that Dark and Light is not skill-based. Which is a shame sincee that would have definitely persuaded me to play.
Meridian 59 may wanna give this a trial run and check it out for yourself, the official site is found here .
There's a free one month trial server, so d/l the client and come play with us, post you're feedback about your experience here, Meridian 59 is as old as Ultima Online, so please don't bitch and moan about the graphics and sound, if eyecandy is what you like this game is not for you .
Fun pvp system. the skill system is exactly how the original thread starter mentioned, graphics on the otherhand aren't all that great, for an example Meridian 59 is Doom without guns you got swords & magic .

SWG and SoR isnt really skill based as you "level" the skills...
Roman mmo is completely...if you want whats closest thing to UO2, Irth online will be your thing...it's still far from ready tough (ignore mmorpg.com's fake release date)
I'd definitely suggest Saga of Ryzom above any of the other skill-based games out right now. The game has its problems, but the skill tree isn't one of them. The whole system is based on branching trees and "building block" elements. The farther up the skill tree you go, the more branches there are. Furthermore, you can use those building block elements to customize those skills; think of them as advantages and disadvantages you use to specialize whatever skill you're using. It's really the most extraordinary skill system I've come across in MMOs.
As I mentioned, the game does have a few issues. One of which is a very small playerbase. That's not to say there aren't plenty of guilds and such, but the world tends to be quite large and the playerbase quite spread out. Also, I found the combat to be a bit lackluster, but that's purely a matter of personal preference on my part. If you're looking for a game based on a skills rather than classes or traditional levels, then it's absolutely worth the download.
I found Saga to be a bit of a grind with little to no content, unfortunately. A lot of potential though.
Eve online is a skill based game with an open gameplay environment. Much like the old UO which is why I love it.
Saga of Ryzom is not true skillbased game. In it you just level skills instead of character.
Real skill based games has no exp.

To an extent WOW is skill based but mostly on melee as far as I have seen. I have a level 49 warrior and just went and spent money to learn all unknown weapons skills. When you start you get 1/xxx skill and have to work it up. I took 1h swords and daggers, I got duel wield at level 20. Now at my level it doesnt take long to reach an "upper end" with these new skills. I think my max skill is 240 right now so I went from 1/240 to 225/240 very fast, but in a way it kinda makes since since I AM a level 49 warrior.
Rumor mill has it that Middle Earth online is totally time based, your character works like they did in EvE online.
