In many parts of Europe there is a price gap and trouble getting codes. Some countries will not even be in the first release (the most vocal folks in this regards are from Aus). The earlier you enter the code from the day of Pre-order (yesterday) the sooner you will get into the game in the staged release. So those who are having trouble getting the codes abroad (and some folks here) may not make it into the first wave of players even though they pre-ordered early enough.
Yes, it will be possible to play on the same server as your friends. Any player of Star Wars: The Old Republic can choose to play on any server. However, if you choose to play on a server outside of your own region (i.e., – playing on European servers from North America, and vice versa), because of natural latency caused by the distance between your client and the game servers, you may find your game performance is impacted

Many people not in EU or US often complain that they can't choose becasue of varying latencies or friends choosing the alternate while they don't. Not region locking saves a lot of problems from a customer service perspective.
