I may know the least here, but I am the loudest about what I do know.
Shadowrun would be a great MMO setting. I'd like to see an Asheron's Call 3 if Turbine ever gets around to developing a new engine. I also don't really see the point in an Oblivion MMO.
I mean, Star Wars isn't really a brand of game, but if i had to pick one star wars GAME to inspire an MMO, then it would be Rebellion - set in modern era, with planetary control, massive fleet and ground battles, heroes on ships or on ground... etc.
So you said Mass Effect is a glaring omission, but then you don't include it in your list :S
My Top 5
Dragon Age (The gameplay is practically an 'offline' MMO, I would love to control a squad of characters instead of just one all the time)
Mass Effect, obviously reason, again Mass Effect squad combat would make the game really nice, along with faster combat, cover and sprint, its an RPG that have action in it, take note that action doesn't precede RPG, a very much needed balance
Witcher, the second one was amazing, open world exploration, it was the oblivion that I would've loved
Assassin's Creed, been a huge fan of the story, the platforming, assassination, it isn't a RPG, but if the game can make it to MMO, I would be happy, the mechanics has some potential, the online multiplayer worked.
Starcraft & Warcraft together, I think this would make it more like War40K, but I loved the looks of starcraft, I was always the fantasy genre kinda guy, so I only play amazing sci-fi game, Starcraft and Mass Effect has been the sci-fi standout (I consider Star Wars as a Space Fantasy, as oppose to Sci-Fi) But the gameplay would need to be MUCH MUCH different than your generic tab to target gameplay, sci-fi is about technology advancment, no reason why the game mechanics shouldn't follow the same mindset.
How much WoW could a WoWhater hate, if a WoWhater could hate WoW? As much WoW as a WoWhater would, if a WoWhater could hate WoW.
Massively multiplayer Super Mario Brothers RPG. I think alot of the old, iconic games from the NES that have managed to persevere would be interesting settings... Legend of Zelda, Metroid, Castlevania, Mega Man... I don't know anyone in there right mind that would pass up on a River City Ransom MMO. Spelunker the MMO. I'd love to see a 40 man raid in a Spelunker MMO. There'd be dead bodies all over the place.
Or was I the only one that thought AO when I read it.
I'm not sure how I'd feel about these IPs going under MMO development purely because it's a very high chance the game will suck. I'm already crossing my fingers that the 40k MMO doesn't blow =P

Anarchy Online doesnt even take place on Earth. Im not sure why you compare the two. The timeline and lore of both games are nothing alike. Maybe its just because both games let players make use of implants, but thats about the only comparison.

"A futuristic world where people augment their abilities through the use of bionic attachments and upgrades?"
Reading that instantly made me think of AO, I'm not sure what else to tell you.
Honestly out of all the mmo's in this list the only one I agree with is Fallout.
There are PLENTY of other ideas and I have a top five list of properties that SHOULD be mmo's.
1)Car Wars: In the future the right of way will go to the biggest guns and you'd better have some big ones for this MMO. You start off as a typical joe and have enough for a small car and some basic weapons but you can earn cash by doing missions, dueling, and just exploring the fractured country of what was once the United States. You would not only be able to customize your car but your driver as well!
Similar game: While Auto Assault has come and gone and had a similar theme, Darkwind war on wheels is a turn based F2P game that's out now.
2)Call of Cthulhu: This would be a GREAT idea as a MMORPG if it was done right as you create a investigator fresh out of Miskatonic University. You then assign them stats in various skills as you go out on missions where you can earn experience as you combat the dark forces of Cthulhu. A good idea for this game would be the sanity meter as you lose sanity your character would either not respond to commands, commands would be garbled (left would be right, etc)
or your screen would fill with horrid images of death and destruction.
Similar Game: While there is no set release date on it yet, the secret world set in modern times has you playing as part of a secret society holding back the forces of evil.
3)Indiana Jones Adventures: Back in the day TSR made a game called Indiana Jones adventures where you could go ahead and play as a character in that universe. There were similar games in that venue released around that time like Mercenaries, Spies and Private Eyes and Justice Inc that tried to capture the spirit of the pulp adventure serials of old but none came close as the wise crackin', pistol packin' Indiana jones.
Similar Game: Lost Continents was supposed to transport players to far away places such as Egypt and Africa as they thwarted evil geniuses, mad doctors and exotic wildlife. Unfortunately players never had a chance to explore these continents as the game was abandoned.
4)All flesh must be eaten: The world as you know it is gone. The recently dead have come back to life and started devouring the living. You are one of the survivors as you are trying to live day by day, find a safe haven for yourself and scrounge the necessary supplies that you will need to hold off against the zombie hordes. You could fortify building and make them strongholds as you go on raids with friends to either take over warlords or key structures (such as a military base which rumors to have a giant ammo dump).
Similar Game: There is a game called Dead Frontier that allows you to play as a survivor as you go out into the city scavenging for food, supplies and weapons. It's a action based game but it does have some RPG elements and it's definitely worth checking out as it's free to play.
5) Gamma World: Life has started to come back as the world was bathed in a nuclear fire. Mutants and machines run amok as you can play as either a pure strain human, an android, a mutant or mutant animal. Each character would have helpful mutations such as laser beams, gliding wings, etc as they explored the forgotten and ruined world of old in search of artifacts.
Similar Game: Argo is a fantasy / steampunk type game that takes place after the apocalypse as you and your faction tries to rebuild society amongst the harsh new world.
Or was I the only one that thought AO when I read it.

Ironically Anarchy Online is actually my favorite all time MMO, played it since Launch, have 2 220's and 5 accounts of alts. But it's not Deus Ex, even though yes there's implants. But it's not cyberpunk conspiracy themed as strong as Deus Ex is, it's sci-fi on another world with story that's more drawn to Rebels Against Governments like revolutions. Deus Ex could make a major hit, I'm thinking less AO and a little more theme park with squad based and solo storyline combat and REAL augmentations, hacking, and the like. They are both sci-fi, but not the same. That's the problem with Sci-fi Games these days, there's only a handful compared to Fantasy that we compare them far too easily.
Of these 5, I'm only a fan of Fallout. I'd love to see Fallout, but I'd much rather see X:Com get the MMO treatment. The others, you can keep.
I'd would love to see Fallout and X-Com available as MMO's! Every once in a while I still load up x-com and I replay Fallout 3 and Fallout New Vegas all the time. Fallout 1 and 2 were also good but I don't replay them anymore.
I mean, Star Wars isn't really a brand of game, but if i had to pick one star wars GAME to inspire an MMO, then it would be Rebellion - set in modern era, with planetary control, massive fleet and ground battles, heroes on ships or on ground... etc.
Forgot about Baldur's Gate...now my list is:
Fallout
X-Com
Elder Scrolls (Morrowind wasmuch better than Oblivion imo)
I love the idea of these being MMOs, except maybe Deus Ex. I haven't played it so I wouldn't know. An Elder Scrolls MMO would be AWESOME. One of my favorite games ever.
If dynamite, a baseball bat, and duct tape can't fix it, then you've got a serious problem.
The only one I agree with on that list is Deus Ex.
Elder Scrolls/Fallout: No. They benefit as single player games by not having 1000's of other players ruining the atmosphere and immersion.
RDR: No. Same reason as above. It wouldn't be at all the same game at all, wandering the wild and desolate west would not be the same when there are always players eliminating that sense of desolation.
I'll admit the Online component of RDR is fun, but it is not at all the same wonderful experience as playing the SP, and if it were only as meaningful as it's online then it would not be such a great game.
Althought to be fair this list is about taking existing games & making them MMO's. the last Incarnation of Shadowrun by Microsoft as a FPS would not translate well to an MMO.
The Pen & paper Shadowrun however most certainly would make an excellent MMO and there is so much PvP potential between Shadowrunner & teams as well.
Agree on 2. and 3. But i fear if (when) Fallout and The Elder Scrolls series become MMO's, the franchises will slowly die... Could care less about Halo.

I'd play even knowing I'd get pwned.

Invader Zim? Random, but really cool! That show's long overdue for a game of it's own.

Agreed on all accounts.
If you could squeeze in one more I would put in Mount & Blade: Warband Online as an MMORPG.
