You are going to really suffer without firewall dude. You gonna get the beats from monsters if your only defensive spell is frost diver. Also you will never get to use the all powerful vertical firewall which lets you take on very high level monsters very early in game. If you have someone to tank for you this build MIGHT be OK but you always need to be in a party. Trust me on this change your build to include firewall level 10. Stone curse level 3 is pretty much useless unless you get firebolt (even then frost diver is way better) Napalm beat is ok when you are low level but sucks later on. Oh, and you only used 39 pts which means you probably plan on changing jobs at level 40. I strongly recommend you don't do this! For a decent mage build you should at least get your job level to the high 40's though going to 50 is best.

Lower a few bolts and put them into firewall. Frost diver 10, not sure if that's neccessary. Otherwise this build is only "good". Not the best as there is no best build anyways. Just the matter if you like it or not.

What are you shooting for in the long run, Lord of Vermilion, Meteor Storm, or Storm Gust? Or perhaps a mix of huge area effect spells?

It doesnt matter what spells you have. All it matters is the stats (though when ur a wizard try having the storms and lord of vermillion). Keep adding INT and DEX.

INT - to make spell stronger

    DEX - to cast faster.

If only that was true *sobs*. Unfortunatly, you are wrong. Spells for the wizard is somethines -extremly- important and there are, sadly, staples in spell selections. You will NEED FireWall *OR* Soul Strike OR even both if you really want to. Without those, you'll basicaly get your ass kicked. I'd also recommend you to -NOT- put your bolts up to level 10, unless you are heading for an Hindsight Sage. It is completly useless to have such a long cast for something that won't even deal more damage than say Storm Gust.

    "DEX - to cast faster."

I thought there was a set amount of time to cast and that increasing Dex will just improve your speed for normal hits and make for consistently strong attacks.

image Dex has no effect on the speed you cast things, does it?

Yes it does ^^. The Dex statistic actively affect a mage's casting speed. The guy was right.

Dex increases success rate of forging and stealing.

every 10 points of dex increases bow, whip, and instrument weapons 10%

every dex adds 1 point of attack for bow, whip, and instrument weapons

every 5 dex adds 1 point of attack for all other weapons.
