For those who are looking for something they may not have seen yet. I am also listing the OS in case people are looking for Mac and Linux games.
I refrained from calling this a list of sandbox games because the definition is contentious but one definitive factor is definitely skill-based progression.
Skill-based progression is when you have free control to develop your character over a wide variety of skills, choosing to allocate skill points as you will. Be a hybrid mage/warrior. Think Oblivion-style character development and you got it. This is completely different from skill-based action real-time combat.
Skill-based progression does not equal skill-based gameplay mechanics. This means the games are classless with skills that improve as you use them or allocate points to them and/or you can define your own class (ArcheAge).

Great list, btw! It would be interesting to read comparisons from people on the different skill-based systems, especially to see which they found the most versatile, easiest to use, etc.

I've seen cancelling combos ala King of Fighters in Tantra Online...
I know firsthand that combat in Metin2 is collision based (A swipe of your weapon hits all enemies in its path, and most skills arent targeted in the usual sense of the word)
Skill based as in the skill increases as you use it. Not just buy it at a trainer.

Nice list! I find I prefer skill-based MMOs now that I've played/tried a fair number of them. Out of your list, I've tried/played Darkfall, Fallen Earth, Ultima Online, Ryzom and EVE as well as one of the later suggestions, Wurm. My favorites would be Darkfall and Ryzom.

I genuinely wish all the best to the Dawntide team come October, the game feels far from ready right now.
Dawntide is not really skill-based. It's more autotargeting combat like WoW.
Yes, it uses skillpoints instead of levels, but the way the system works it's pretty much the same thing.

Is that screen from Earthrise a gameplay screenshot? Texture and lighting look awesome.

Aye screenshot looks authentic for ER. Graphics are nice, animations are a bit less though.
Also Earthrise is a post-apocalytic sci-fi setting, not fantasy.
Another misunderstanding is that Ryzom F2P, this isn't completely true as I can't play my old toons because they have skills passed 125 which means I have to pay the subscription. So it is more like a very extended trial (just like WoW has at the moment up to level 20).

There actually are powerful players that decide to stay for long at the same level... so they become overpowered for their level...
Every level you get a skill point... Once a skill gets between 17 and 20 points, it get 'Mastered', and you cannot raise it with skill points. Instead, you have to read books to raise the level of it, one book per day. When you get past level 'Master 10', you get it to level 'Grand Master' and cannot raise it anymore reading books, but instead you use Soul Stones. And, once you get past Grand Master 10, you get to the maximum an ability can get, its the Perfect level. A Perfect attack skill does an insane amount of damage. And yes, with the right playing strategy, and lots of patience, a lvl 18 player can theoretically get an attack skill to Perfect and be insanely powerful. But usually most players stay at 34/35 (2 mastered skills) and donate their experience to their guilds in order to raise their skills at least to Grand Master, staying overpowered for their actual levels. Overleveling can make you underpowered in Metin2.

Other possible candidates that may fit the requirements but I'm not sure: Tibia, Istaria
Metin 2 does not count because it limits play to classes. You choose a role in the beginning and are stuck in that role for the rest of the game.
With that thinking you may as well take UO, EVE well hell pretty much every game off the list. He means skill based as in skill progreesion. You do something like chop a tree and your chop a tree skill goes up.
Not skill based as in FPS SKILLZ based.

you can level up all adventuring and crafting skills. as long as you have the time and energy to put into them.
