Obi-Wan was level 6 at max.... he cheeted himself to that robe...

That's great news in my opinion, it makes the possibilities for different looks at end game much more expansive. It's tiresome seeing everyone of the same class running around in the same tier X garb in most games.

So far it seems the number of slots on an item will depend on its rarity not level.
Meaning a purple level 2 item will have as much slots as a level 50 one.
However, so far, don't expect to mod an uncomon item and expect it to be as efficient as a more rare one. The devs are giving players some freeness but they still want players to wear and so display the most rare gear.
Still Stephen Reid tweeted appearance tabs are now wanted by BioWare, post launch.
