Gods and heroes:Rome rising has a merc system where you can hire npcs and upgrade them with weapons and armor. Vanguard, has scrolls you can get that will summon a merc for a set period of time.

You can rent in npc mercenaries in DDO and Everquest (soon in EQ2 as well) but they aren't exactly the same as in GW. They are close to the henchmens but not like heroes who you can customize yourself.
Heck, if you don't mind paying for it in the cashshop GW allows you to use your other characters as npcs and that is not something you find anywhere else.

You can also create a PVP only toon to use as merc. Once the toon is assigned to a merc slot you can delete the toon you copied. The merc slots are great if you want to use a teambuild for which you dont have enough heroes of the right prof. My friend and I have been using merc slots to create IWAY and smite monk builds of the past to be used in PVE
King of Kings 3 has some kind of NPC mercenaries that you can get if you are leader of an alliance( You can make an alliance with in-game money and some people).
It also has lots of other goodies, like RvR pvp, nice set of quests that give you good xp, even if they repeat and are kill 10 rats. The xp rate provided from quests is better than in most games.

Sword of the New World: Granado Espada is one with npc party members. Think a couple other mmos have it also.

Everquest.
Vault-Tec analysts have concluded that the odds of worldwide nuclear armaggeddon this decade are 17,143,762... to 1.
How can you get them on DDO? Never played but I am interested.
How do you get them in EQ? Been wondering about trying EQ/DDO, might just do that if I can have NPC party members
Atlantica Online

In EQ you just talk to an NPC and pay for them, I believe.
