They haven't decided yet. However, one dev stated that there won't be corpse runs and that you can be res'd by someone in the party for less of a penalty. The typical PnP penalty is -1 level. So my guesses are XP loss and decrease stats for a duration (until XP is worked off).
I often have wondered this myself. I have done much reading on DDO, and if they were strictly by the rules resurrection could be harsh on a player character. A lvl 7 cleric with resurrection has to have the proper Material component whcih include Holy water and Diamonds worth at least 10000 gp.
The player if not lvl one will lose there lvl. If level one and resurrected will lose 2 points of Constitution permanently.
Since practically the entire game is instanced, I would think any adverse effects caused by death might be negated as soon as the "adventure" is complete (the party leaves the instanced area). That way the 3.5e rules can still be respected without permanent damage to characters.
Should be permadeath unless a cleric or some other rezzer type can get to ya. But that would be hard considering the level of instancing. I know in the PnP game I ripped up many a dead character sheet. Some of my favorite moments were the way one of my characters ended.

In an instance world this could easily b implemented. Once you die you are instantly warped to the clerics guild or a temple where you wait to be revived or resurrected. This would also add more to RP.
People that Rp clerics would get experience from resurrections. well it's just a thought!
It's a good thought. It seems similar to Guild Wars's method of teleporting dead PCs to a shrine of some sort (although, of course, you're alive when it happens in GW).
Perhaps they could explain it by having something equivalent to Neverwinter Nights: Hordes of the Underdark's "Relic of the Reaper". Simply put, the Relic automatically teleports you to the "Realm of the Reaper" when you die so you can be resurrected.
My only concern would be that, in that case, clerics could just spawn-camp the morgues for XP. If there were NPC clerics there instead, however, and PCs were only sent there if their parties didn't have resurrection capabilities...
NPC clerics would be better for this job of reviving or resurrecting, but if it were up to the PCs to Resurrect there fellow player it could be harsh. DDO is trying to make each server into a community with only having 1000 people per server. Basically after a while people will get to know your characters name if said character does evil things which totally go against a clerics Alignment well that PC might be waiting for quite sometime, or they could make a sizeable donation to the temple. The exp would be 1/4 the characters lvl.
