Do you prefer to have the choice have no impact on gameplay, as in purely aesthetics, or to you like to figure in the differences in stats or special racial abilties? For the most part, your typical MMORPG will have have a Race and Faction option but neither add anything to gameplay differences. The race you choose may have some unique emotes or an ability that ends up being the same as others. The faction you choose makes little difference because there is a mirror of that one for the other side. I get it, its balanced, but is that very interesting or fun?
What I'd really like is for Races is to have several little perks to different skills and an actually unique ability(like Vanguard). Or it doesn't even have to be a Race (which is determining your appearance) but it could be a state of being or mentailty.

I'm probably alone in feeling this way, but I like racials that have stat bonuses regardless of class. If I pick a race that's bulky and strong, my character should be bulky and strong, even if my class choice doesn't happen to be one that commonly uses melee combat.
Yes I do prefer the race of the character to have an impact on how he performs. Many games do have a stat bonus for each race. It's just after itemization, those bonuses become insignificant at higher levels.
A special ability for each race is my personal preference.

The factions in my mind should have clear definitions. People from different factions will experience different quests and learn different skills. And the world of the game should be dynamic. Which faction is more popular, which faction is more powerful, which faction attracts certain classes ect.... Everyone can make contribution to his faction and build up their own culture.

I believe races should matter - they should not just be about fluff in regard to looking different. I would go so far as to say that it should affect the gear you can use. If an Orc loots armor off of a Gnome... he or she is not wearing it. Different weapon sizes, different amounts of damage - etc, etc, etc. Races should be actual races, not a case that we're picking African American, White Non-Hispanic, etc, etc, etc.
As for factions - that one is tough. I do not like being locked into factions. A player should be able to declare allegiance for any faction that exists - they should be able to change allegiance (easier for allied factions and much more difficult for factions at war).
I miss the MMORPG genre. Will a developer ever make one again?
