I need help looking for a game

I'm looking for a game that incorporates the basic elements of an mmorpg (continous gameplay, dynamic world,etc) with a touch of RTS.
You control an empire/country (it does not need to reflect the real world) online and have the ability to interact with thousands of other 'emperors or presidents' simultaneously whether be international flights, coalition, humanitarian aid, trade, military occupation, formation of alliances or decision-making that impacts your relationship to your people and neighbors. It's sorta like SimCity, Age of Empires at a grander scale in mmorpg mode if you will. They have this kinds of games available for play but it is web-browser based such as www.simcountry.com for example.
I don't know if the game I described exists. Maybe someone can help me out.

hehheh, yes sure if you want to be a politician and waste half of your points and never achieve anything in game.
Get DAoC, guild owned towers and forts that can be attacked and defended.
