Yes, believe it or not, I am having difficulties running the proclaimed "game so easy to run a toaster could do it." It is completely unplayable. I'm running on a Gateway DX 4300-05 , and am well aware my problem lies within my video card. I am upgrading, but the problem is I only have a 300W power supply. I'm aware I could upgrade my power supply, but I'd rather not. I do have a PCIe 2.0 slot available. Is there a decent card out there that only requires 300W that can run STWOR at a playable pace? I'm talking playing on low/medium with 20-30fps. I'd honestly be okay with that.

300W? O_o solution: get a new computer
Not exactly the solution I'm asking for..
I would say go for an AMD HD 5670. it has a TDP of 61watt and 14 watt idle.
this is an older card but its designed for HP/Dell machines with lower power supplies.
Also this card supports DirectX 11, just make sure that you look for a one with GDDR 5 memory (1GD5) not 3!
look into this one it might be worth it.
On the system requirements for that card it recommends I have a 400W+ Power supply:/.

Your right i missed that. this is the lowest power card i could find that gives you some performance.
i will see if i can find another one. but it will be GDDR3 and dx 10.1 at most.
I appreciate it!
I just found a large list of card reviews.

Most have the power usage included. this might help too.
A500 W psu costs around €50, so upgrading the PSU might be worthwhile, rather then searching high and low for a low-power gpu that performs well enough - and then find it is still to much of a load ...
