It's IP locked, if your IP isn't European they won't let you on the server.
I know someone on the forum who complained he got banned after he used a VPN, so they do check VPN also.
Personally I think it's for the best, although I really wouldn't mind if legitimate Australian players joined the server, the way they do it right now with the IP blocks keeps out a big part of the hackers and farmers.
Another issue is that Vindictus uses P2P to host game sessions, if your connection is laggy you would actually lag not only yourself but also your party. So using VPN or bypassing the IP lock probably wouldn't make you very welcome in parties.
