Does anyone know anything about Tera's WORLD PVP?

The FAQ from Tera-Online has not changed much in the last year. Have they announced what World PvP will be like via interviews etc? From my understanding, there are no typical "light" and "dark" factions, so I'm curious how PvP will play out.

    It's really blurry right noe, they had some outlaw system in Korea and it's really different, they've stated it will change for the west but really it's been a lack of information thus far. Nothing mentioned in the massive expansion in the Ktera update coming this month either.
