Where the Mercenary is the Bounty Hunter’s DPS orientated advanced class, sporting duel pistols and making you feel just a little like Clint Eastwood, Powertech slots either a Shield Generator or Power Generator to turn you into a walking, talking tank. Both classes offer plenty in the multiple ways to kill people department, with the main difference being that the Mercenary heals the damage you take whereas the Powertech stops it happening in the first place.

I am primarily Shield Tech tbh but I asked a lot of guildies and that is how they were playing. The brilliant thing about the Bounty hunter, at least in my opinion, is that it will suit any play style you can conjour up and still be pretty viable. I talk a lot more about the Pyro Powertech in the PvP guide which should be live soon for the exact reasons you highlight. As with any build in the game your millage may vary and fitting everything in the guide with the complexaties of the system was pretty much impossible so I went for a build that I at least had decent second hand knowledge with and based further research off what they suggested.

Shield Tech---tank spec/survivability.
Advanced Prototype--- DPS spec, relies on heavy heat dissipation for sustained DPS. The primary attack will be a buffed-up flamethrower. This is basically a melee range spec that lacks mobility.
Pyrotech---DPS spec, relies on dots and the synergy between flame burst and rocket punch to vent heat through hard-hitting Rail Shot procs. This spec is melee to mid-range, but does have some solid mobility due to some abilities being at 30m range and the bread-and-butter abilities also being insta-cast.
If you are looking for a dps spec out of the powertech AC, at this point in time, Advance Prototype is severely underperforming compared to Pyrotech. A pyrotech involves a reliance on RNG for Rail Shot procs for heavy damage and to prevent overheating, but with even the minimum bit of luck during a boss encounter, the dps will be greater that Advanced Prototype. However, it does require more effort in this spec to keep from overheating and keeping your dots on the target to get your heat dissipation effect from Rail Shots.
Right now, I'm doubling as an endgame Shield Tech tank or a Pyrotech dps, depending on what role the guild needs me to fill. This is definitely a fun AC to play, and the combat feels very visceral and "techie," in all three specs, which I love.
Pyrotech all the way. Anyway, I've found the Powertech a lot more interesting to play than a missile tracer spamming merc.

Although I have to admit it seems a little OP. Heavy armor, high damage, AND heals....
maybe that changes later on. I'm only in my early 30s so far. Its fun regardless, though.
