aiming system (combat): need clarification

i heard somewhere that skills are not actually aimed like a FPS game. instead you need to place your crosshairs over an enemy and press a skill and as long as your crosshairs was on the enemy at the time of pressing the skill your skill will hit even if the enemy moves out of the way.

can anyone clarify

 

edit: i am talking about non lock on abilties, just regular abiltiies sorry for the confusing wording

    Some skills are lock on based meaning once you activate the skill your crosshairs change then you scan over the enemies to lock on then activate the ability again to fire it or wait for it to go off on its own.

    The only skills that do that are a few class specific lock on skills, you have to "paint the target" by putting your crosshair over them and then it has a second or two cast time where a message appears on the screen of the person the skill is locked on to and says "Blankity Blank has locked a skill onto you".

     

    All classes that do not have a single lock on ability have a dodge or block, which can avoid these attacks, they also have a limited ranged, so if you get out of the attack range of the particular lock-on skill with a class that doesn't have dodges or blocks it will just miss, same goes for classes that can dodge or block, but that's not as effective as just...you know...dodging or blocking lol.

    The lock on skills I've used so far is one for archer so it can select multiple targets quickly for a non AOE attack. Also the priest uses lock on to select 1-3 members of a party for a "focused" heal, again to avoid mana heavy AOE heal spells. It takes skill for both, and it a nice change.

    That only apply to few lock on skills, which can be dodged and blocked with dodge skill or block. Other than that if your not aiming at the monster your not going to hit anything. Unless your arch nemesis just happen to be standing next to the monster where youre fire ball "happens" to acciedently land =X

    I play a Beserker and I cant just aim and attack with my skills or I will miss 9 out of 10 times. I have to watch movement and attack where the player is going rather then where he is.
