I just think it was the decision to divert resources into making the game better. PvP was never a superfun thing to do in d2. All you would really experience is 'MELEE COME GET OWNED'.
They already remarked that the arena was just a place to go in and fart around but maybe it just wasn't fun or just didn't feel quite right in the realm/lore of D3. Heroes battling it out when there's trouble afoot? Doesn't make sense.
Play for fun. Play to win. Play for perfection. Play with friends. Play in another world. Why do you play?
Yeah, they would have had some pretty angry (even moreso) fans for pushing it back to add a back-seat feature to the game.
PVP in Diablo 2 had ZERO depth. You run outside of Tristram and get oneshot by a zon's bow. Cool. It was simply an option, not a developed feature.
We're lucky they're even putting effort into it and making it into something possibly worthwhile - and maybe even awesome. But to push back the release date would be shenanigans.
