According to http://wiki.guildwars2.com/wiki/Structured_PvP#Notes there is an underwater PvP Arena being tested in-house.
The source is this interview with Eric Flannum posted by a Polish fan site. Alas, I've looked through the interview (which is in English) without seeing any talk of an underwater PvP Arena.
However, I found this video with a few of the Anet guys. Around 20:00-20:30 Jonathan Sharp says: "...we think, we can make it [underwater combat] work for our PvP and will try and push it through" (Not his exact words)
Personally, I had no idea they were looking into this possibility, but doing a map that utilizes all the underwater skills as well as the whole 3D space could really get things going and add to the overall feeling of chaos that combat seems to have.
How do you guys feel about an all underwater PvP map - maybe not a launch, but down the road...?

About time.
I am not one of those who hate underwater in MMOs. I loved it in DAoC (hated the game breaking Artifacts/ML's), i went out of my way to explore it in WoW. So its fantastic how ANet is really incorporating more underwater experiences.

As I understand it there is already some underwater PvP that could occur during WvW because the larger keeps have an underwater entrance that you may need to guard or assault which would potentially lead to underwater combat.
That's not the same as a whole pvp map underwater of course and yes that does sound awesome, providing the underwater combat in the game works well.

Kinda reminds me of Kedge Keep in good ol' classic Everquest. A zone entirely underwater. Was quite the fun experience. (Still is if you are willing to play everquest...and now at least you don't have to deal with it being exceptionally difficult...IE corpse runs and such.)
Sounds interesting though. But if everyone can just breathe underwater "magically" without a casted spell or breathing mechanism, might seem kinda silly, but I suppose worse has been done in MMOs.
Even if everyone can somehow breathe underwater without any aid, the idea still seems pretty cool.
I am entitled to my opinions, misspellings, and grammatical errors.
When you enter underwater, your character puts breathing mask in gw2. Check out some videos of underwater on youtube.

A keep with an underwater entrance? Do you have a source? That sounds really cool and goes to show that this is not just something they are toying around with...
I don't like the idea of underwater PvP that much, because certain traits and utility skills are made redundant or not as helpful by the weapon selection. I think it would be better if they introduced more underwater weapons that reflect the weapons we get to use on the surface. Warriors for example can use one-handed swords and a rifle to apply bleeds to a target. The only underwater weapon with a bleed ability is the harpoon. If I want to use one-handed swords and a rifle in PvP, I'm going to need the "Throw Bolas" utility skill for a ranged immoblization, but the harpoon gun already gives one of those plus it has the knockback of the rifle. I might have one too many escape abilities. I might need to use surface combat weapons that are less demanding on what underwater weapon I use. Hopefully it isn't as bad as I think it may be and I can stick to my current plan.

Meh... if there's only 3-4 PvP maps, I don't want one of them to be a gimmicky underwater map... Maybe a lake in the middle, but not an entire underwater map.
