All I see from this thread is that the OP changed their mind and now expect ANet to cover their mistake. If you can't order the right thing in the first place then don't blame others if it doesn't get sorted immediately, it's your mistake.
Don't you have a friend or summat that wants the DE and u can give them the extra cash to get the CE instead and u get the goodies?

If you're talking about after release if you decide to buy a CE and add it to your account, normally in mmo's, yes you can. Are you asking if you can cancel your dde copy so that you can order a CE from a retailer? That's up to the company, usually they will work it out with you so that you can get a refund, no one wants an unhappy customer.
I think you need to be a bit specific in your request to get your answer when you email them. Pre-paid orders started April 10th, so it hasn't been several weeks, only 8 days. I would send another more detailed email to give them a clearer understanding of what you're asking. Hope you get a reply soon.

You pre-purchased from somewhere besides Anet, you're now apparently asking Anet if you can change your pre-purchase of the DDE to the physical CE even though there were a limited number of CE's and most places are sold out. You also apparently did this before April 10th. You've been submitting ticket after ticket which is bumping your help request to the back of the line each time. You are now upset that they have not gotten back to you yet.

If you Pre-Purchase from NCSOFT shop you should know they don't sell the CE there.
If you Pre-Purchase from a third party retailer you need to talk to them not NCSOFT support.
Well.... You can get a live help with GW... They have an excellent customer support, it's one of the best i've experienced in an MMORPG world (maybe because when I had issue, I always used live chat and instantly resolved my case )
They're really available everywhere, you can ask them on Facebook, Twitter (someone may already know the answer to you question there so you won't have to wait for ~RB ), e-mail (you just have to choose the correct department or you'll face a long waiting time before it's forwarded to the right section), you can even create a support account on GW2 website and ask them there as well and it gets answered quickly, and if you're not satisfied with your answer you can reply back and describe the situation in more details...
I don't know why it's taking so long (but since you couldn't prepurchase weeks ago - and this week was pre-purchase, so this might be the answer)...
I contacted them trough email constantly when I wanted an answer to my questions regarding the game when it wasn't even so hyped and I always recieved the reply in 2 days max with my question always answered (sometimes in details and sometimes they even didn't know how it'll work yet so they shared what they came up with so far or stuff like that... yeah I nagged them alot )...
My experience with NCsoft support was quite good actually.
With my prepurchase I had a billing issue with my paypal account and because I didn't know on who's end the problem was I also sent an email to NCSoft. They automatically created a support account and ticket# for me which was confirmed by email within 10 mins.
On the 3d day (2 days after sending the email) I received a reply on my ticket with the information I needed to know.
I've seen much worse turnaround times for tickets (of friends) for almost every P2P MMO(RP)G I've played. This were all different experiences before release, shortly after launch or even when out for some time and no major known issues that would flood the support queues.
What I particularly liked is that they don't close the ticket (called "question" on their site) themselves after they replied / solved the issue, but set it to status "Waiting" until you close it yourself using a pulldown list.
There's also live-chat support available if it's more urgent to you so instead of waiting in a phone queue you can wait in a webbased chat queue.
I had no problem, I sent a support ticket on the 11th and had an answer the same day. Replyed to their answer and got another the next day. <shrugs>

If you Pre-Purchase from NCSOFT shop you should know they don't sell the CE there.
If you Pre-Purchase from a third party retailer you need to talk to them not NCSOFT support.
I expect GW2s support to be similar to GWs, far from the best but nowhere near the F2P games.
But the game isn't out yet, so put your questions on the beta forum instead. What would be th point of having great support before launch?
