Because BHS gave those decisions to each regional publisher if I'm not mistaken, at least they gave those powers to EME. You could be right in that Frogster either has to or chose to share the same changes as EME, I'm not positive.
The only thing that I noticed playing both EU and NA clients is that the xp per mob seemed steeper on EU. This could be my imagination however since the "red quest only" experiment I was doing used a different class between the two.
I have submitted 4 tickets in the past few months...
I get responses in 30minutes-6 hours, they are always well written and adressed to me and not some computer generated write up.
They are a nice bunch to, I could make 5 threads bashing the game calling is shit and i'd get a warning, they gave me full beta access just based on my word that a pre-ordered from a distributor, they are even nice when cancelling a pre-order, a friend of mine who's broke said he was cancelling because he could only afford Diablo and he got a response along the lines of; "I hope you have fun in Diablo, we've refunded your pre-order blah blah blah"
People even apparently got BETA access by drawing silly pictures requested by GMs. I also like their sense of humor, even in the official rules you see some fun tidbits.

ROFL, I remember when we had to do it, and I learned how to just run through it screaming and hoping not to die in the process.
Regardless where the changes come from, fact is there's going to be quite a few differences between the CB''s and the upcoming OB's / launch so even if you tried it before and didn't care much for, perhaps a revisit might be in order.

That said I'm strictly going to be judging Tera based on how much I like the gameplay. Not that its bad to like a game that has things like good Customer Service. Or one where the supporting company seems to listen to its customers. Its just that those things will always be secondary concerns.
I just hope it doesn't end up like Rift... Where the dynamic content becomes untennable due to the lack of player population in that zone. And, in that same vein, I worry about GW2's dynamic content. I feel strongly that regular quests, which can be completed solo but which have group bonuses, will always be a superior game mechanic.
En Masse is the only thing that might save this game over here. I would be willing and glad to try their next non-eastern MMO if they ever decide to make one. Listened to and watched the Pax East panel and the guy from En Masse seemed to get it so I hope for all you Tera fans they can make this game as good as it can be (barring the shortcomings it has). I think Tera will be fine especially in their hands.
I'm curious to know what short comings you think TERA has. Being hyped up on games I tend to be blind to these things.

Having a proper support can make or break a game. The game can be awesome to high heavens but if you have a problem and costumer support gives you the finger, you're not going to keep on playing for very long ;p
If the game is somewhat bad but the support and communication is top notch you might stick with it for a while longer simply to see how it turns out, if nothing else.
On an unrelated note... You just made me realize that "dynamic content" in Rift and GW2 is a cost-saving excuse to not make proper quests 0-o
