i have heard rumors about the fee being high. how high is it? and is it going to gett lower?

The montly sub is $15/month. It's slightly less if you choose a 6 or 12 month sub.
I doubt there are any plans to lower the fee. GW is doing OK, but not enough to make an impact on monthly subscription rates.

How do you hear "rumors" about the monthly fee for a game whose fee was announced before launch, when it launched over 6 months ago?

The fee for Warcraft varies based on length of subscription, but the base is in the mid-teens for a one-month/recurring subscription. You can also get game cards that are prepaid and give you a specific amount of time to play.
