Giving you a glimpse of the available champion weapons and some of the mounts, there was feedback from Matt Firor on the G|C that animations / style animations will be looked at too. So there is no reason to not join Dark Age of Camelot.

Darkness rising is for players lvl 45+
So yes, you need to be at least level 45 to start the champion quests. However, I am not sure if this also applies to the horses - but I'd say yes.
