as far as i understand they are still testing the enviroments of the Asura and Sylvary - it's simply not done yet. specifically the capitols....
Just my 2 cents...
At one point you could get to the Sylvari zone with a human character.
There are a couple youtube videos of this, but I'm not sure if it's still possible.

Or in other words they probably aren't fully completed in some way shape or form and made up an excuse for that :P lol. Jk who knows the real reasons. MMO developers are like politicians some times, they'll say whatever makes you happy when it's crunch time.
