Most of the online game services here specifically block non-Koreans from registering for their services; I have a Korean SS number as an American expat and actually can't register for many games (foreign ID numbers all have the second set of digits begin with the number 5, so game companies just block that sequence and poof, we're out the door).
The good news is that after Chinese hackers stole about 70% of the nation's ID's specifically to play online games, the government has recently decreed that websites are no longer able to collect personal data about customers (such as ID numbers). What it means for the gaming community and whether foreign players will be able to play, though, remains up in the air.

They want your Credit Card, address, and passwords. Maybe i'm confused on this...
Korean localized games want your Resident ID number; it's like your SSN that you carry on a Resident Card, a national ID. Americans use their driver's license typically and so there isn't a national ID card persay. Koreans use separate cards for driver's ID and national ID. The original poster doesn't have a Korean ID card for whatever reason, although even if he did, it would most likely be useless because of the way the Korean government assigns ID cards to foreigners.

you should be able to get an alien registration card. Its blue and has a korean ID number on it also. I used mines to sign-up on the korean archage site so i know it does work.
edit: it took about 2 weeks to get my card once i did the paperwork for it.
