Most of the information available regarding Wizards and Champions is obsolete. Allow me to catch up a bit for those who might stumble into the forum.
WAC started development in February 2010. The description of WAC here on MMORPG was based on the original concept of a lobby based dungeon runner. That design made it to a fairly active (in terms of a micro budget) beta, and although it worked well enough I didn't find the completed work to be that interesting.
One thing I stumbled into in that beta was that the engine I work with had a bug (unintentional feature) that projectile spells could hit and do damage to a mob other than what was tab targeted. I started working on experimental code to find out of this bug could be converted into proper code providing for aimed first person spell casting.
The experiment worked! I continued development of the "new" combat code as a fork from WAC. Eventually I also got melee combat working. With full combat working, the original WAC was mothballed and replaced with a "new" concept. My idea was to create something like an MMO version of free-roaming console RPGs such as Morrowind (a personal favorite of mine).
Long story made short... (too late)... This is the concept I'm working on now.
WAC will not be a pure sandbox, nor will it be FFA PVP with full loot. On the other hand, as far as a themepark game it will be at least somewhat sandboxy with skill based progression, fully classless (roll your own), no XP, no instancing, and full first person perspective UI.
As for other features, it's too early to tell because I'm still at an early stage of development. My target is a working alpha by mid-summer and a solid playable beta by fall.
FAIR WARNING: I finance this game out of pocket, I do all of the programming and license what I can find for artwork (special thanks to a couple artists who have donated). WAC will look like a low-budget Indie game. Just letting you know in advance. Spare me the "ZOMG the grafix sux"... I already know that. Coders are not artists.

This thread "List of Sandbox Games" caught my interest. While I have a significantly different perspective on what qualifies an MMORPG a sandbox as opposed to themepark, the list of included games seems reasonable.
What was an eye opener for me was looking at the games as a collective. There doesn't seem to be a clear winner in the bunch*, and a few are barely feature complete.
* except for EVE but that's its own genre.
I think it's time to steal a sweetroll.
