If we're including freemium models, I'd say LOTRO hands down. It's not only the best F2P, but it's also one of the best mmorpgs out there, period. Massive, mostly seamless world, amazing environment graphically, deep gameplay, player housing, lots of mini-games, numerous scheduled in-game events, dynamic weather, day/night cycle, great role-playing community and rp features, fairly deep character progression/customization system, dungeons, raids, the list goes on and on. It's a solid game top to bottom, and has TONS of content to keep you busy. Only negative, and the one thing that truly holds this game back, is god-awful boring combat and class mechanics.
Now, if we're talking about pure F2P game from launch, I honestly like Allods. It's a very solid game, albeit a spitting image of WoW.
I like Allods too. Great storyline with good mechanics, the company that run it seem to have learnt from past mistakes too and hold off releasing P2W items if the community say they don't want it.
Example is on the EU mainsite forum right now, they said they were introducing an item, feedback from community said please don't, they put it to a poll and don't release won, so they aren't. They also didn't release Battle Mounts for that reason and say they are working on getting runes out of PvP. If they do that they'll be the best f2p, as it's only really in PvP balance that the game falls down.
For PvE players, like myself, though I think it's already quality.

For freemium model LOTRO AOC and EQ2 are all great with many contents and worth a try.
CO is also a fun game to pass some time too.
For pure free game i can say Allods.Good quality for free mmorpg and enough variety for races classes and enviroments.
RoM has many contents too but i dont like the art style, the gameplay and the greedy CS.

I find almost everything unique & elegant in this MMORPG, although it's draggy & costly once you reach the level cap. Until now I still play the game
Well I think Its sci-fi Global agenda.
Although they still havent completed some locations, in my opinion pvp is awesome.
