We’ve organized each profession’s elite and utility skills into three different tiers, or levels. When you get enough skills in one tier, you unlock the next level of skills. Why the change from the previous model, which let players choose from all the available skills at once?

Chat bubbles are nice for locating who said what, especially when there are 30 people nearby and someone is asking for help.
Except chat is "local" across the zone you're in. It's not a "say" as in traditional games. Point refuted.

It's amazing how peple can be against an option that they can turn off. If people don't want the bubbles, turn them off. Chat bubbles aren't only for RP'ers, but for those who like to to communicate efficiently.
Why bother looking at the chat window, when you can locate the person on the screen faster, by visually seeing their chat in 3d space? I could refute this point all week long, but others will still be against them, because they want to prove that chat bubbles are somehow evil.

Chat bubbles aren't only useful for roleplayers, they also help a lot if you're just playing the game. To give just one stupid example, let's say you're fighting some monsters/players, and someone in your team gets downed. That person now says "help!" or "rez plz". With chat bubbles you can easily spot who and where that player is located, but without chat bubbles, you might have seen his "help" message in the chat window, but still don't know where that person is actually located.
Anet always said their goal is to make players watch the screen while they play, instead of the UI, and chat bubbles add to that goal (unless it's a big message of course).
To the people who for some reason can't stand chat bubbles (because obviously, in a fight with 30+ people, everyone will be talking 24/7, right?) you'll be able to turn them off anyway.
I am really not surprised about the chat bubbles as so many people made it clear to the devs that chat bubbles are 'a must'. Knowing how well the devs listen to its community for feedback, it was inevitable that sooner or later chat bubbles would be implemented.
For me the most surprising thing in the article was improving the feel of combat. To me this is one of those clear indications that the devs want nothing short of perfection.
Edit: oh, and also a very strong indication that this game will constantly be updated and improved upon after its release .

Chat bubbles are even more appropriate when you are under water! Its true! Really!

Also, if people do not like chat bubbles, there is the option to turn it off. So no worries there.
