Problem with Graphics.

So my Pc will run the game on whatever settings in want first of all. So i set the game to auto-tune, and it ends up being 3 out of 6 overall. That fine but i want shiny armor.. So i turn the Character detail up all the way(one setting higher then it is allready at this setting) an i achieve that effect. To counter this i then turn down a few other things like shadows an stuff to keep my framerate smooth. Now- here is the problem.

Everytime i go to Velika.. or am around to many other players, it turns the textures on my Toon down and DOes not turn them back up. No matter what setting i use this always happens. The only way to fix it once it happens is to reset the entire game by closeing it an re-opening it. I have set the option that says it turns down textures when other players are around to 0 out of 2 and it doesnt change. I have set my Nvidia card to allow 3d application to control everything an it still happens. I've tried a ton of settings an this still happens no matter what. It's not That big of a deal.. buts its pretty annoying as i want  my textures on my toon to stay at max. If anyone can direct me on how to fix this i'd be much appreciated.
