Pretty much I'm look for an MMO that has good small-scale pvp. I dont like all this massive scale stuff they've been throwing out (i rely on 4 randoms in League of Legends as it is, why would I want to rely on 99?)
- Small-scale pvp (10 or less), something like Arena preferrably rated
- Has a lot of abilities (dont like being too limited, when you only have like 10 skills to focus on seems too easy)
- Preferrably large health pools (i dont want to die in the duration of one stun)
- I'd like ot be able to level through pvp but not required
-I'd like to to be somewhat polished-looking though I'm not picky in that sense
-Has a decent playerbase so ques arent long
World of Warcraft is not an option, I'm just so tired of it after so long (I'd be content with a rip off of it, to be honest, i just want to start fresh, relearn mechanics, etc.
Rift would be great if the PvP wasnt so miniscule
Anyone have ideas?

If you don't mind a bit of retro graphics, Dungeon Fighter Online has semi-decent PvP rounds with a wide variety of tactics, and I do believe you can gain character XP and level through it (if you win). I think it's max 4 players a side.
Where's the any key?
I played that game for a bit, but never tried the pvp. It seemed like it would be very imbalanced, but if not I'll consider it.
Are there lots of skills? I like 30+ abilities per char by endgame
Oh yes, there are quite a few skills for every character and sub-specialization, which leads to significantly different playstyles in PvP. With some sub-classes even the choice of which skills you focus points in can significantly change the playstyle in PvP and PvE. My most developed and favorite character is a Gunslinger with the Launcher sub-specialization. Very badass in PvE, not necessarily good at 1 on 1 PvP with my build but I've seen some builds that sacrifice some PvE capability to make them much more dangerous at close range PvP. My build is very good at team PvP though, if one or two heavy frontline brawlers are with me to help keep the other guys off of me I can unleash some very significant pain on the enemies from a distance.

Try Crystal Saga. Fun ANIME-Themed Browser MMO. You can check this free online game at http://cs.r2games.com/.
Going with Secret World, sure i dont have all the buttons to make the game retardedly hard, but the open class concept means in pvp i have no idea what im getting into and everything else about the game i played in beta was fantastic.
The secret world's pvp is not that good since the combat and animation are kinda shitty and thats a big deal when it comes to pvp.
Combat being shitty is an opinion, and one which i dont share.
As for the animations, they were solid for me, some things missing animations is the only issue and they'll have that fixed before or soon after release. Even still its not that many that are missing.
Most people were pleasantly suprised by the pvp, minus the warfronts which i could give two shits about.
