If you are using an Nvidia card I would download 304.79 Beta
I had an overall increase in FPS but more importantly it ended the issues I was having with Vsync. I was getting terrible tearing before and forcing it on did not seem to work. (I did not see an in-game way to turn on Vsync)
It also fixed a problem I was having with GPU temps. The game is not using the GPU as much according to MSI Afterburner OSD so noticable temp reduction 8-9C and getting better overall FPS. So it would seem that they did something in this driver. At least for the 580 GTX.
I always use the latest BETA drivers as they get released. Right now this games framerates are so random. One day ill get 80 fps and next day in the same area ill get horrible fps spikes and average 60 fps. One day SLI will scale fine others it does nothing... judging from the posts over on the official forums I don't think its my system.

Biggest hit on my FPS was tesselation. I have a Phenom 955 x4 and an HD 5870. With medium settings (all sliders at 2), low SSAO, low motion blur and ground and world tesselation I was getting 20-40 FPS, mostly around 20-30 and dropping to the teens in London. With same settings and no tesselation I get around 40-50 fps all the time. Tesselation looks great, but never seems to work for my card, probably too low end.
Yeh tesselation is very demanding running gtx 580 and when i turn it on around 30 - 60 fps or so average , without 80 fps with only dips to 40 ish when very busy.
Increase number of sounds to max, or at least higher then default. The game has a lot of different sounds especially in group fights (zombies). It removed some stutter for ME, realtek onboard sound. Others have suggested 200 as the limit for their card.
If you got enough memory, disable page file. I got an SSD so it should be fast but still, paging everything is going to take more time then is needed. I disabled it, ignored MS warning and the game gained about 10 frames with less stutter on loading new textures. HOWEVER, I do notice that after a very long session, it stops loading high rez textures. Starting the game again fixes that. 5+ hours. This only works if your PC got plenty of memory.
type /option and then hit tab, find the option for sound cache and set it higher (150) seems max, afterwards the game was faster for me with no stutter on zombie fights when it was obvious a new sound would need to be loaded because of another players combat skill.
For Nvidia at least, disable vsync, especially adaptive.
Lower lighting to setting 2.
I went from 30 fps with dips to 10 to 70 dps with dips to 30. An entirely different experience.
Nice thread some good info in here. I am not getting such variations in FPS as most in this thread but as I used to play AOC and its the same engine I am not suprised that directx 11 has issues as it used directx 9 . Almost mirrors the problems in Lord of the Rings Beta (latest expansion).
Thanks to the OP for these settings -- they made a huge difference -- using the Nvidea GTX 590, but was getting terrible stuttering. Cleared up and running great!

6gbs of DDR2 Mobo can't take DDR3 -:(
I have some flash drive in for readyboost it's 4gbs and is only used for that (I don't think it does much, but it makes me feel better)

40-50 fps is actually pretty good for your system... so far from what i found to get good fps and still look great i would try first get smaa injector then try running the game in DX9 turn off FXAA then go into advanced video settings set lighting to 2, veg to 0, advanced gfx to 0 and everything else to 3. Then see what you end up with for fps.. if you never used smaa get it here http://mrhaandi.blogspot.com/p/injectsmaa.html just download the file and it will have 2 folders drag all the contents of the dx9 folder to your secret world root directory and that's it. In game you can hit the pause/break key on your keyboard to toggle smaa on and off.
Also I complain about 60 fps but it's not the fps I have an issue with it's a major spikes I get which cause a stutter making the game not feel smooth and gives it an overall "laggy" or "slugish" feeling. Right now I'm actually not having as many issues as I have been but I did upgrade my gpu to the gtx 670 card
