Thinking of coming back, but need (PvP) questions answered

I'm thinking of re-activating my Rift subscription, but I read something a while ago that would stop me in my tracks.  I read something about an XP on/off feature that has basically turned the pre-50 game into a horrible twink fest.  Since I'd be coming back with a friend who is relatively new to MMOs, I'd rather not subject him to facing off against twinks for fifty levels.  If I do a search for it, I see threads like "Goodbye, twinking!" and whatnot, but I can't find a straight forward answer on how the pre-50 PvP is.  

 

Now that I mention it, how is the post-50 PvP?  We'd be coming off of SWTOR, which has a pretty lenient grind at 50.  Battlemaster (Tier 1, of sorts) takes a week or two of casual gaming, and a few days of hardcore gaming.  It's not much worse than War Hero (Tier 2) and is a pretty viable goal for most players.  War Hero is a bit of a grind, but since there isn't a huge difference in gear it's not too noticable.  The last time I played there were something like seven tiers of PvP gear, which was ridiculous.  Is it better or worse now?

 

When I played, Trion had absolutely no idea how to balance classes in PvP.  One patch Rogues would be king, then the next it would be Warriors and Rogues would suck.  Despite the soul system, typically only one build per class was viable post-50.  Though SWTOR's talent trees aren't very complex, you can succeed with just about any tree of any class in that game, though obviously some are still better than others.  I would hate to tell him "yeah, come play this game called Rift, it has a great soul system...but you can only use this build anyway or you'll get destroyed."

 

Is there a matchmaking system based on rank and whatnot as well?

    They did have a xp off feature. It s now gone and replaced with a mentoring system. You can set your level anywhere from 10-45 I beleive. Twinking is effectively gone now. Post 50 it can be tough 1 on 1 with a higher rank, but my wife and I run into higher rank enemies all the time, and take them out during pvp flagged dailies.

    You get bolstered to rank 36 I think it is, so it s not bad, but you ll still lose 1 on 1 with a higher rank, unless they re terrible, which there seems to be alot of. I find balancing quite good. My main is a warrior, but switch to my rogue, or mage, and I see no real difference on being OP or not, just different playstyles.
