Are you refering to simply how good it looks or how taxing it is on a system? Looks are quite subjective and taxing can be the result of crappy coding (Crysis 1 for example).

I've heard that about Crysis 1 and Mass Effect 1 and even Titans Quest. I had no problems with any of those games, they ran very smooth and didn't bug out, except that 1 crash with that galaxy map issue in ME1.
EDIT: @ OP - I read that Aion uses the CryEngine, so that might be you're best bet in terms of MMO graphics. Not sure though, I hear Tera looks awesome too.

The issue with Crysis, well documented btw, is that some systems would run it just fine while others lagged for what appeared to be little to no reason. That was the issue with it's coding, you appeared to be one of the lucky ones (assuming you played it at release or close to it).
Well the style's can be different but yes id be referring to the looks
From my personal expierence I would probably vote The Secret World assuming you have a system capable of running the DX11 client at 45+ FPS. Some animations are crap regardless of the DX version but GFX themselves can't be denied.
Style wise I'll give my vote to Guild Wars 2. Just like TSW some of the animations aren't all that but if you don't feel immersed in the world they have created I'd have to say that is a personal problem.
TERA, much like Aion, have some outstanding looking character models. The issue is that they can feel out of place when juxtaposed to the actual world itself. Aion recently underwent a GFX overhaul which has improved this to a point but it's something that has plagued most Korean MMO's. TERA suffers from the same in that the world just doesn't live up to character models themselves IMHO.
This is just my opinion, and i wasnt sure which is why i asked but i kinda feel like Global Agenda and DC Universe have better graphics than all the newer games coming out

So you meant art style then, because technically those games are nothing special.
Dispite gameplay flaws, Final Fantasy XIV has some of the best MMO graphics around.
While FF14 does indeed sport some of the best possible GFX available on an MMO today it sadly, although not to the same extent, suffers from the same world vs character model issue TERA and Aion do. At least when I played it that's how it felt to me anyway.

In both those cases I'd say you were refering to style more than actual GFX. Not that either of those games are bad graphically speaking by any means and they are better at overall GFX quality than either TERA or Aion do to the characters and models being fairly equal but they don't match the pure GFX quality of TSW. I'm not a TSW fanboy either but I am a bit of GFX junky and few MMO's have impressed me as much as it did at launch. AoC was a close second but it also suffered from the aforementioned crappy coding issues.
i think the biggest limit placed so far on graphics, are the computer monitors themselves, i don't think they've advanced the technology now for well over 5 years, we have gpu's that are capable of really high levels of detail, and about the best you can hope for that a game will give you, is a measely 1920x1080... why havent they progressed beyond FHD when the technology to utilise it, has been present for ages? when will we see monitors that can display 2560 x 1440, or 3840 x 2160.. its getting so bad that computer hardware is limited to display resolutions that you could get from any old console, daft.. who cares about multiple monitors, i'd like to see some real high definition graphics for a change rather than the rubbish we're putting up with at the moment.
The Secret World's graphics are amazing, especially because of the game's special atmosphere. TERA is a paradise for eyes, colorful, cheerful, tities, a pure Korean experience. Guild Wars 2 is nice and detailed as well, but i mostly go with the other two.

I think I grabbed it at release, don't remember having any updates. Was there a minimum system requirement that voided the wierd lag issue?
I ask because Titan Quest had almost the exact same problem. Some users on core 2 duo's had issues meanwhile I was able to run it on every machine very well including an old Dell with a P4 and a x1650 or something ridiculously dated like that.
By far, the best graphical MMO to date is TSW. There is nothing out there that can touch it's complexity. The heavy use of DX11 tessellation hasn't been seen before in any game (including SP) to date. It will literally blow anything away as far as texture complexity.
There are certain queer times and occasions in this strange mixed affair we call life when a man takes this whole universe for a vast practical joke, though the wit thereof he but dimly discerns, and more than suspects that the joke is at nobody's expense but his own. -- Herman Melville
if you want the most realistic graphics, try battlefield 3. It literally looks real. Frostbite 2 engine > crysis engine
Edit: After looking at Black Ops 2 graphics, it's hilarious how bad they are. It's supposed the be the next gen CoD title...it looks worse than MW1 XD yay for chrome-like skin!

Define Graphics
You mean tech quality or art style quality?

I like Darkfall style

Top 3 in graphics quality.
1. The Secret World
2. TERA
3. Age of Conan
FFXIV is the only game I ever tried that would NOT run on my PC and that was with the graphics at lowest setting. Rich man's game.
I liked Aion's graphics.

Legend of the Red Dragon.
Go go BBS door games!

Heheh, reminds me of all those times I tried to murder someone while they slept at the inn.
