This is the same set. First for human second for Norn

When I look at Norn art, they pretty much look like the Human version of that set:
So why does the humans have this armor and not the Norn? Generally the art behind Norn does not show the typical armor they wear if you ask me...

These two armor sets doesnt look like each other, they look different on the Human and the Norn IMO.
Just lookt at the helmet etc. It looks very different. Plus covering the whole humans head, it does not on the Norn.
The way its on the Human, is what all art indicates its should be on the Norn. Instead the Norn looks like a stupid ass with it on.

Other than cultural armor, armor sets are determined not by race, but by size (heavy, medium, light). So an Asura Warrior can wear some horned crazy gear too.
You have a picture of a female with the armor set (and for all I know, that female could be a norn), and a male with the armor set. Do you have a set of picture that shows male human vs. male norn, and/or female human vs. female norn?
What is the name of the armor set?
First, You are comparing female human (smaller frame, and being female) to male Norn. Armours look slightly different between genders and even race.
Second: This is not Norn armour. It's Orrian armour. Orrians were humans. Just when they messed up and decided to sunk their land to save themselves from Charr they went into the whole undead theme.
The "Youtube Pro": Someone who watches video's on said subject, and obviously has a full understanding of what is being said about such subject.

The human Feemale has the horns as stated on the Norn artwork, and the heavy dark plate look.
The Norn has poor horns, and looks boring compared to the female.
I mostly wanted to roll Norn because of the looks of their gear. But seems like the artwork is phoney, and humans are wearing their armor...
You are misunderstanding something fundamental to gear.
Your norn will be able to wear that set the human is wearing in your pic. This is because they separate what armor you can wear by heavy, medium and light, not by race. (With the exception of cultural armors).

The amrour is from Orr, different place. End game zone. Zhaitan rules there. And plenty of undead.
The gear on the concept art is not Norn eatiher (well not exactly). It's Sons of Svanir, which are Norn corrpted by Drakkir - one of Jormag's (Ice Elder Dragon) generals.
Also. Concept art, as the name suggest is concept. It doesn't have to translate direclty into actual in game models. For every single armour in any game, there has been at least 4-5 different concept arts.
I see what you're saying now. You prefer the specific Human Orr armor set over the Norn Orr armor set.
The human set is the only one out of place right there. The rest have the horns together. Are you sure this isn't a male/female difference? Because the other 3 look exactly the same as each other (as they should).
I like the close together horns personally by the way.
All the male versions of that set have the goat horn look, ie the same as that Norn version. Likewise all the female versions have the bull horns.
So it doesn't matter how you slice it, the OP wants his Norn to dress like a girl.
Buddy, you seem to be confused.
That "norn" artwork you are linking to is a Son of Svanir. That is NOT a player-Norn character, or even somewhat close to it. Son of Svanir are pretty much the henchmen for the dragon that kicked the Norn out of their homes during the time between Guild Wars 1 and Guild Wars 2.
All of that horns and dark armor is a show of the Dragon's corruption, NOT the Norn's style.

Norn aren't "Black armor and bloody horns and skulls to drink my ale from". Norn are hunters, who wear their belief in the animal spirits with pride through their armor styles. I'll admit the heavy armor style doesn't exactly scream animal, but in general you see a "heavy furs with animal adornments" plenty with the actual Norn NPCs and most sets of armor for their cultural tier.
So much misinformation in here.
1) The armor set you are looking at is the Arah/Orian Heavy Armor set. The female versions will all look like that, even if you were Norn or Human. The male versions, again, will all look like that, no matter if you are Human or Norn.
2) The cultural armors are the only ones that have large differences from eachother. The other dungeon armors look very similar between all races.
3) The first concept art you posted was a Son of Svanir, not a Norn player character.
So basically, the OP likes the female armor better than the male armor for that one set of gear. This has nothing to do with "Norn vs. Humans" and everything to do with that 1 set of armor being more "horny" for the females than the males. Try again.

The problem is, I know the Norn has the cultural armor that looks a little like it...
But the reason I wanted to choose Norn, was actually because of THAT set... Because all norn artwork shows they look like that:
