I've seen it floating around and it's probably the highest quality image of the game I've seen.
I'm wondering if it's just an image arenanet put out with HQ textures.
Or can we actually get the game to look this good right now?

No its an ingame image, but the City in the background is actually the zone border, the city is a huge zone of its own.

This was taken on my Core Duo 4GB 1033mhz system with a NVidia GTX 560ti.
And after seeing much better screen shots from guildies with higher end systems. I ordered a ton of parts to update my computer to max this mother out!!!

I don't need super graphics in MMOs but there are some nice views in GW2.
OPs screenshot is from the screenshot competition anet did. Was made by a player ingame.
I ran all graphics on maximum with my AMD RADEON HD6850 1GB DDR5 PCIE without any problems, and it's pretty cheap.

Keep in mind 2 things, though:
1) It's a high-rez screenshot.
2) The person who took it has a good photographic eye. Knowing how to take a good picture is always going to look different than the average moments, even though you are capturing some of the best ones. There are a ton of really gorgeous spots to take pictures in this game, though.
It wasnt downscalled, the person just zoomed out to max then cut out the UI thats why its more square. I thought about doing it, however I have a super huge list of names I use from Rpg's ive played in the past so if one is gone i have more then i can count to add.
