Escalate your ticked to Arena.Net. They are superior to NCSoft. Not saying they are bad. I made solid experience with them in the past, but ANet made the game, so they should know best what's technically possible and what's not.

You said the US gamestop purchase was "gifted" to you. You wouldn't be the person to ask for a refund and there is no way they would give someone in Europe, who didn't actually buy the game, a credit or refund for a US purchase. The person who gifted it to you would have to be the one to approach Gamestop. Why didn't you ask the person who gifted you the game for help getting this resolved? I think that entire element is fishy.
Also, I know that sometimes NCSoft support can be slow and frustrating when you have a complex issue that they don't have a proceedure already in place to adress, but it almost always gets resolved eventually. I know others have been able to get their HoM unlinked and linked to a new GW2 account, so I don't really understand how they could not have resolved it for you as well. Unless, of course, you just couldn't provide them with the information required to prove that you owned the GW2 and GW1 accounts.
Registering the game was not a problem. I was directed to the EU site, but it took the NA code without any issues. My NCSoft account is set for Europe. I guess the region block on the GW2 site is only for the actual purchase?

That's why I asked GameStop to cancel the purchase if they couldn't refund it; to have them contact ANet and say that the code needs to be disabled. It would've been fishy if he could've asked for a refund and would've left GameStop with issues of gifting and scamming. They said they couldn't refund it because of what kind of game it was (MMO with a beta on purchase - it's even in the policy on their site that they won't refund that), not because it was gifted.
I have all the GW and GW2 serial codes and have no issues proving ownership. The support really was as bad as I've said.

Well as they already stated, their main problem was that the game were purchased by a other retailer.
If your friend would had purchased from ANet I think they would had changed everything in a flash, however when something comes from a retailer, the retailer has to confirm so no scam or anything else can take place.
This way ANet and NCSoft are "safe" and your account (as long as the retailer does his part correctly) too.
Otherwise if the retailer just confirms without any proof from you or your friend, it would be their fault and you could sue them for that in case that someone, twisted the whole thing so you are not able to actually play (in case you were from the US and you would had been able to play with that code) or so he/she can take your account away from you (after they got your data).
Anyway, I'm happy to see you are able to play now and wish you lots of fun in the game!

Give them no other information other than you wish to unlink your GW1 account from GW2. You'll have to go through a lot of questions for verification. Then go to the account page of the GW2 account you wish to link it to and add it.

Yes, the new copy should automatically be the right region, but I keep getting an error message when I try to register it. "The serial code you've entered is not valid for this region. Please apply the serial code to a valid account in the correct region." I've tried different emails and different display names, and even having a friend try to register in case I was just redirected to the incorrect region website. The only thing in common every time I try to register is the GW1 account I try to link - which is why I suspect the problem lies with the GW1 account. If I make the new GW2 account without linking a GW account to it, can I link it later?
I contacted support several times asking them to unlink the account, but they said they were unable to. Same with refund and changing region.
Changing password didn't make a difference. Appreciate the advice, though

The difference between good support and bad support is like day and night. I used the GW live chat support yesterday and quickly got escalated twice (~20 min queue total). Eventually I ended up talking to GM Bunni3 who is now my favorite-est GM ever. She (or he - but I doubt it with that name) listened to what I had to say and then just plain fixed it. Yes, I've still had to pay twice the amount for my GW2 copy, but at least I have an EU account with all my HoM points and ready for Saturday!
Like all companies out there, you must push and demand that they do something to help you out. If the person won't help you, then ask that you talk to his boss, and if that doesn't work keep going up the chain until someone does help you.
Trust me, if you don't back down they will help you out. Also some people are more helpful than others. I've gone through stuff like this many times, if you persistent and don't back down they will do something about it to rectify the problem you are having.
All it takes is patience plus getting in contact with the right person.
