What level do I need to be to create a guild?

    I'm having problems also. The "create guild" button lights up, but pressing it does nothing.

     

    Hopefully I won't be charged 100 silver  later on for pressing the button multiple times.

    Guild functionality is messed up right now.  ANet knows about it and are looking into the problem.

    I have an issue with a guild that I'm in not showing up for me, while others in that guild can't represent for some reason; while more still have been kicked from the guild and can't join again.  It's announced on their support page.

    There is a workaround
    Go to an instance, like personal quest and press represent while you're inside. Worked for some of our guildies, as well as accepting guild invite for newcomers.
