I have been getting very low fps in the mists even on lowest setting i don't get more than 20, and when there is a big group of people fighting it's a slide show going down as far as 5 fps. i think i should be getting better fps than that.

I'm no Intel expert, but I thikn your CPU is quite low for GW2 atm. THough it's already released, I heard it's still rather CPU heavy.
Also, did you update your nVidia drivers to the latest 306 beta? Compared to the official 301 release there's a huge performance boost there for sure!
Try and upgrade your OS to Windows 7, Vista is not great for anything, even windows 8 since its going cheap would be a better alternative.
Since GW2 is more CPU driven at this time, id say thats the main cause of your main fps issue.
First try the ölatest drivers and if that doesnt help, turn down the shadows or turn them completely off.
Whie your CPU is getting a bit old it sounds more like a driver issue to me. The 280 is old but still pretty fast.
Cpu is alright for now I have the same one. That card sucks though. Get a better card and 3.6ghz overclock is very easy on that cpu. Mine needs 1.28 to be stable. Look into it as it won't be very hard. Repalce that card though.

I dont agree. While the 280 is old and miss many modern things (like Dx11) it is still pretty fast and should run GW2 fine.
No, either it is drivers or something is slowing down OPs system. A reinstallation of Windows might help if nothing else do (with new drivers, download them first and put them on a flashdrive).
If you read some of the other reads on here the consensus is the game is very poorly optimized. So options are wait for better drivers, them to optimize the game better, get a better card. Repalcing half your hardware Ram/cpu/MB/cooler for one game that is poorly coded is premature failure.

Several of my friends have Flintstone cards. The game is not perfectly optimized, no but I think OP can improve his performance a lot anyways.
And I also think that his CPU is the bottleneck, not the GFX card.
You need to turn shadows off, even on low they can hit your FPS pretty hard. Drop the resolution down to just below 1920 x 1080. And as others have said use the new beta drivers for Nvidia. Do all that and you should see a fairly significant FPS increase.
I hate to say this but... get rid of vista! it's a pathetic OS that takes up far to much of your available memory.. Other than that get up-to-date graphic drivers and keeping ya GPU de dusted (cool) makes alot of difference.

The card is fine. The GTX280 is still a decent card and should run GW2 with no issues as long as the drivers are updated.
Look into the cheaper and more sensible solutions before shelling out cash on hardware you probably don't need:
Update your drivers, this is a must for GW2, they humped the pooch with this game, a driver upgrade is recommended.
Clean out Vista 64, you can optimise this quite easily by cutting out a lot of the fluff and it'll run (almost) as well as any other OS. Simply google this one, plenty of tech forums who have lists of how to do this safely.
Run a disk cleaner, clean out the crap that might be lightly strangling your HDD.
Defrag, i know some people moan about this but it usually helps a bit.
Check whats running in the background, you'd be amazed what crap vista trys to run which turns it into a resource hog.
Play with the game settings, you'd be amazed how much improvement shutting off certain effects can provide. If your unsure put everything off or down to minimum setting/best performance settings and see how it plays, then try upping/tweaking it from there.
My philosophy has always been to make the best of what you have, if thats not enough THEN consider upgrading. Also begin by figuring out your bottlenecks, my PC has been upgraded a bunch of times, every time i figured out where the weakness was and worked from there....usually you can achieve significant improvements in performance with minimum spend.
You do not need a monster PC to play GW2....but ofc it helps
