    I have your exact same comp build, except with a GTX 570.  I also have been stuck at 30 fps being the average fps with occasional bumps up to 60 in very isolated, small areas, or the map.  Can you post your ingame settings and control panel settings so that I may reach nirvana as you have?  I would be eternally grateful.

    you just need to go in and disable v-sync. the reason it's capping people at 30 is because v-sync caps your fps to a number that goes into 60 evenly so that there is no tearing. if you're not getting over 60 fps, it drops the cap to 30 -- and if you're under 30, it caps it at 15.

    On a seperate note, the game can limit your FPS to 30 or 60 (or a custom number if you launch it using the right command).  I have both our comps (6970 and 660ti) capped at 30 and the game still seems smooth.

     

    Note, this is different than vSync, so if you are getting 80 fps try using the option and cap it at 60 fps, it won't make it 30 or 60 if you are at 55, it will just never go above 60 thus you have vsync without the performance hit.

    Without knowing what ingame settings people have, I think it is harder to judge what is going on.

    For instance, reflections and shadows can cost a lot of processing power.  If I turn my reflections off, my FPS with the 304 drivers jumps from 30 to 50.  I'm going to try the 306 ones in a little bit.  My shadows, IIRC, are set at medium (my FPS drops further if I put shadows up).

    That's with a 465 at 1920x1080.  I'll double-check, but I believe all the other settings are maxed.

    With reflections off, shaders and shadows on medium I actually seemed to take around a 10 FPS performance hit with the 306.02 verses the 304.79 drivers.  I'll keep playing to see how it goes.  Higher FPS in enclosed areas of course (I have my LOD on max, 1920x1080 resolution, and everything else maxed as well that I didn't mention here save for sampling is normal).

    Probably around X-mas I'll upgrade my brother and I will upgrade our graphics cards.  Hmm, might switch to a water-cooling solution for my computer then too.

    this sounds stupid?? why does it cap at 30 when u go down to 59fps???!?! no other game i have ever played does this :O is there any way to go around this problem without turning Vsync off? my cards get really warm when i get up to 120fps in some areas.... so kinda wanna keep vsync on. 

     

    (and please dont argue with something like, why dont u turn up your setting if u get 120fps?? i drop to 40-50 fps i pvp. thats why i dont want to raise them, so i have to change each time i go in and out of pvp/big event.)

    Yes, there is an option in the game menu called Frame Limiter.  Set that to 60 of 30 as you please and it will limit the frames to that.

     

    Note, this is not vsync and you should still have that off, if you get 55 fps it will be fp, if you get 120 it will cap out at 60.

     

    Also not, you can run the game with a -fps 89 command and it will limit your fps to 89 or whatever you set that number to.

     

     

    We have ours limited to 30 fps and the game is still very smooth and the fans on our cards do not spin up at all.
