The diehards always wanted global banking. They just want a big arena to pvp in and don't want anything to hinder them in that regard. A lot of people who left wanted a more local or regional system.

If you have more traders, gatherers, crafters, etc then you have more prey as pvpers which also saves the pvpers from having to do that themselves. Also, some areas will become more popular trading areas than others, thus more of a potential area for pvp, which in turn will drive up prices. Everything about a localized system is win/win.
Theproblem is that the diehards are so important to AV as they have Stuck with the game through thick and thin. If localized banking is to get through, then you are going to have to convince the diehard Pvp'ers that its a good thing.

Regional will be a compromise. I think Universal sucks and goes against the spirit of what this game is supposed to be about. This is not advertised as an arena but a sandbox.

Also, it would put an end to the stupid arguments over at the official forums. I'd love to see the Quake Arena enthusiasts cry me a river and then ragequit because they have to actually think to play the game.
As always my preference goes to the most realistic solution. So, your gold should be accessible in all banks but your items, only in the bank you stored them in.
Eh local would be nice. players would have to set up convoys and escorts and the such, but to attract more players they should do regional. Still leaves room for logistics form what I have learned and isn't too restrictive for new players. As much as I liek sandboxs they need to make something a little easier to bring in extra players.
It really depends on how they set the game up. If mobs and resources aren't regional like darkfall, having regional or local banking is useless.
Local banking would also be ridiculous in this game, it would just piss off the majority of the population. You lose your city, your items you had there are gone. Or I've seen people suggest they should go to the closest chaos city. Many people are talking about making this game more accessible to more players, local banking would have the opposite effect. Most players considering trying out the game wouldn't want to take that risk, you will just have more people basing out of NPC cities and not wandering far away from them.
Regional could be good if the game is made around it. I would love to see local resources at certain parts of the map. But I'm sure this will be useless anyways, I thought I read somewhere they were talking about adding some sort of market system. If they keep runestones and bindstone recall it makes this pretty much useless. Also aren't they adding some sort of portal system around the map that's not based out of cities/hamlets? I don't think regional banking would be viable for UW.
Also having money universal and items local/regional won't change a thing in this game as far as trading goes. All you will have to do is travel wherever the hell you want to go, pull out money at bank you are trading at. Trade it for items and recall back and bank at your city. What exactly would this change? I don't see why I see this suggested over and over. Does no one know the current mechanics of the game?
I still think universal with no banking in unallied cities is the best for this game.
Though I really can't make a decision until we get more information about the changes to the game.
No matter what they do in regards to banking, it won't affect my decision on whether or not I enjoy the game. Way more important issues than banking.

Played: Darkfall, EVE, AoC, Ryzom, Ragnarok Online, GW2, PS2, Secret World, WOW, City Of Heroes/Villains, Champion Online.
Local, make logistics an important component of an attack.
Local, you made your way into a (player) city, now see if you can get away with your loot.
Local, trading actually requires to pick you something up and bring it back to your place. (or deliver it to your customers)
In sort people will travel more and will be carrying most likely more loot.
