Well, i've played Runescape since 2005. and about 2 years ago i picked up WoW. i LOVE the WoW gameplay, but i dislike how you can only have 2 professions.
So, i need a game preferably non-pay-to-win.
I have played PoE but i can BARELY support it, and i just can't enjoy something i can't get more than 20 frames.
NOTE: my computer is a turd, i play WoW on lowest everything at 30~ frames.

Would recomend the repopulation (not out yet). It will be F2P but looks like most of the bonuses you will get from paying can be purchased in a one-time(box) fee and dont look like they will have much bearing on combat. You can have them all if ya have the time to train them "Unlike many other skill systems there are no limits on progress in our skill system (caps) and there is no skill degradation through lack of use or learning other skills."
You mentioned runescape which is a pseudo-sandbox and the repopulation's sandbox feel should hit home.

More like combinations than recipes maybe.
I think you missed the part where he said he can barely run WoW on low settings. I have a high end computer and couldn't keep MO from crashing/running properly.
If you have a bad computer and need something that runs well , my sugestion would be Ryzom, or Lotro. Lotro plays like WOW but has better Lore and story, but does not have in depth crafting system. Ryzom has very good harvesting and crafting. and good combat. Vanguard is good but your computer will never play it. Unchartered Waters online is a sailing game, with good crafting worh a try. Horizons is an old game but with an excellent crafting systym. Minecraft?
LOTRO is a WoW clone with similar limited crafting (two professions). This is not what he is looking for. Ryzom, however, may be a perfect candidate. It's a (very) low population game but the crafting from what I remember is vast and open.
