they will eventually stop but they will still be aware that you are there so they haven't technically 'reset' .. it's like they are looking for you and is ready to attack again, you could also shake them off by being stealthy but they won't reset until they are completly despawned which takes a while

Neutral npcs (vendors, quest-givers) are invulnerable.
Mobs in the world will chase you as far as their leash range allows. They will chase you further if you attacked them. Aggro is determined both by vision and sound (hiding and sneaking will actually affect aggro).
