I sit here waiting for a CSR to respond to this issue knowing all too well that they will not until the weekend is over. Thus meaning I will miss the promised headstart for purchasing my pre-order box.
In short, the 30 free day promise for CoV is a blatent crock of shite. I had an existing, yet inactive CoH account. I was instructed via their own pre-order instruction page to "upgrade" my existing account. I did so and voila. I have an inactive CoV account. Why is this you may ask?
Q:If I already have City of Heroes or want to reactivate my City of Heroes account, will I still get the first month of included time when I purchase City of Villains?
A: Yes, the included time from your City of Villains purchase can be applied when reactivating your existing City of Heroes account as long as you use the UPGRADE button to apply the City of Villains serial code.
Apparently, one must "reactivate" their CoH account to get things to run in this manner. So I have to pay $15 to start my CoH account to get my CoV to work now. Now, as per their own advertising $15/mos includes BOTH games. So, if I pay $15 right now to reactivate my CoH account so I can play CoV I wave my 30 free days.
Mind you, nowhere was it mentioned that the 30 free days is ONLY for new customers. The FAQ info above comes from their very own support site. In short, the lied through their digital teeth. They now stand in violations for a Breech of Contract as well as False Advertising. Smooth move... I am going to have lots of fun with them on this one unless they admit their failure and pick up the ball.
I had to edit this post since the forums here don't like tables. I can't even get into the CoV forums to ask for assistance because it is treating my account as inactive. Talk about some geniuses at work. This may officially go down as my fastest cancellation in my gaming history.

Your free 30 days start on the 31, not before. Unless you also have a Pre-Order code, un which case it is 30 days + 2 days.
Or maybe they give me just 30 days, but such a IF require some work and I think it is easier to just let me walk away with 2 more free days, yet if my 30 days is started already, I can only bow in respect to the work involved...for 2 days.

Understood, but herein lies the problem. I input the pre-order key as instructed by "upgrading" my existing account. Now my pre-order lists as "inactive" due to being linked with the inactive CoH account. Hence, I do not get to partake in the headstart with my paid pre-order box and key unless I pay to reactivate my CoH account.
Now in doing so I would pretty much pay for my CoV account as well since that $15 would include CoV as well as CoH. Thusly waving my 30 free days. I may very well be offered the free 30 days once I input the retail key ( when it arrives in-store ). However, I will NOT be able to take part in the headstart which is my I bought the pre-order box. This was a waste of my time and effort as well as false advertising.
My options : Pay the $15 now to start in the headstart and wave my 30 free days or just forego the headstart and wait for my 30 free days on the 31st. ( which makes having bought the pre-order useless ).
In short, either way they lied through their teeth somewhere.

You can play CoV with an INACTIVE CoH account. In fact, if you want to play NOW, it is irrelevant to know if the account is active or not, but the 31 you will need to enter the CoV key as well and then the account will be active. My account is INACTIVE, and I lack sleep now because I play to late yesterday night. Masterminds of the world, onward to victory!
It is not user friendly and it is not logical. But YOU CAN PLAY with your inactive CoH account if you upgrade it with the pre-order, just wait for the server to be UP.

Its no surprise though. Developers for CoV/CoH are liars. Go Figure the box lied too.

I think the confusion your running into is that when you activate your account, it asks you for a CC number. After you enter the CC number and activate, you'll notice the billing date is a month later...your CC should not be debited for the first month.

On the other hand...
I got in at the first 5 mins of pre-order headstart by following the instructions... all worked well.... I was worried that I would be kicked out for a day or so between the 31st and when my box arrived (which was today 2nd Nov) but I didnt. So right now Im to the CoV management of accounts.
I will admit the overall way the pre-orders were handled could have been simplified, but I think the vast majority of pre-order customers feel they got what they payed for.

What a shocker here. After much BS wading with CS I got into the pre-order. I played until last night just fine. Of course, the headstart ended early today. Thankfully, I picked up my retail copy from BestBuy today. I come home, click upgrade, enter the key and get the usual "please wait for the confirmation that your account has been upgraded" email that should arrive in "a few minutes".
Three and a half hours later I get the message. Success! You rule! Go play! Login..."your account is inactive...go to hell".
Now I know for a fact everything on MY end is fine. The account on PlayNC shows the next billing date as Dec 1. Showing that the 30 days SHOULD be there. But what's this is says next to that? Inactive!. Login anyway...stupid thing is slow sometimes. "Your account is inactive...we said go to hell."
The only account that is inactive is my CoH account. That should not reflect on my CoV account at all. But apparently whatever geniuses there run the database forget their meds and can't keep things straight for 5 seconds. Joy of joy. The confirmation email conveniently comes in 24 minutes AFTER their billing department closes so I can't even talk to a human being. Alas, I am relegated to the "ask a question" system in support which I believe if greek for "Just type here...no one is ever really going to read this. We're too busy have "realtions" with goats right now to deal with paying customers."
I love the damn game... I hate their support and billing departments. I truly wish they were closer so I could drive over and slap a few people till my hand hurts....then slap a few more for making my hand hurt.
EDIT: LOL...and here is a SHINNING example of their customer service abilities. I submit my ticket for the new issue. At the same time I go to the old ticket and inform them that *I* fixed this problem myself and they can close that ticket. Within 5 minutes I get a thank you for the information and a notice that the ticket will be closed....meanwhile the ticket stating that I cannot play? Flapping in the wind. Talk about pick and choose. I get the impression that the CSRs sit and look at the queue picking out the easiest tickets to deal with and the rest they just hope will go away.

I feel for ya Mal and Anofayle. I was panicking that I wasnt gonna be able to get in since I screwed up my transfer from BETA to Pre-Order too....
I also had USA CoH and EU CoV which created other issues.... I still cant create heroes in CoV coz I have to cancel my US account and pay for a new key to CoH EU
So I feel your pain... but not quite as badly as you do

Go to your plaync master account, theres a new option now that allows you to transfer your US account over to the EU servers.. Free off charge..

Considering that they are messing with my free month because of a "bug" (which I claim is a design and not a bug) and that I have been unable to play for 6 days since release...
I would reluctantly have to apologize to the OP and says you were right, maybe not for the same reasons or maybe you were wiser than me and saw deeper, but indeed, there is a HUGE problem with the free month and I strongly doubt I would receive those 6 days back (+ a compensation ideally, I am a NA after all, you know for the pain of been unable to play and all).
