To be honest I haven't actually been in one yet. I'm hitting my 30 days today. You can watch them from a crystal in a town as its mostly higher level affairs.
I hit level 24 last night with my main (a Dwarf). Not to bad as I only play casually (about 2 hours a night about 5 nights a week) and thats also putting one of each race to about level 10 - 13. Thats was putting a lot of time into research into the gameplay also.
I want to get one of each race to level 20 so I can check out some of the different classes.
I hope you are awear that L2 is an open PvP game. The graphics are stunning! all in all its an awesome game.

Sieges can run the gamut. They are a whole lot of fun and pretty much the reason I play. They are higher lvl activities though.
Reason being that a character 10 lvls higher has a lot more power... now think of 30 lvls above you!
I would say that you might be able to join them in the 40's but my opinion is that they are 50+ activities... it is that way because the game has been out for a while and many people have gone "full force" into leveling.
And the sieges are a mixed bag. They can be nonstop action, they can be you and your group holed up in the throne room waiting on the enemy to rush you ... but "waiting" with short bursts of activity. They can be everyone mobilizing only to have your enemy not show up.
IN some cases if you are the castle holder you might have several alliances trying to take you out and it could be over in 15 minutes (sieges are scripted to last 2 hours).
This is a hard game though, heavy grind, items can cost a lot of money and as Torak indicated, it is an open pvp game... meaning you can kill anyone at any time and most every place (except cities and towns).
As for servers, you should go to the main site and ask those questions... each server is different with their own politics, power struggles, etc.
Bartz, Kain and Teon are the most populated... Bartz probably having "the" most and Teon being the server with Euro friendly times.
