...so, is the there actually some new content worth of old expansions or is CCP still only doing the "little" things?
Apparently they're rehauling exploration, adding in a new type (I think) of exploration sites meant for dedicated explorer/adventurers, they're adding in more faction ships (possibly exploration ships and their PAX presentation teased possible faction battlecruisers and if you're thinking Navy Drake... yes the drake was one of the ships shown in the background as the guy was talking about new ships).
To be honest this is the first time since Apocrypha that I've been actually geniunly pumped and eager to get the expansion which says quite a bit, it might be just what I've been waiting for in EVE (a exploration themed expansion with side helpings of love for pvpers with continuing tiercide and new ships/toys).
When LvL 5 missions were taken away...
They were never meant to be in high-sec, it was just glitchy code which had em crop up in high-sec from time to time, they fixed that for balance sake and to be perfectly blunt I make more than enough to live and pay for my sub through plex with casually doing level 4s .

Even allowing for that, 1 small "nerf" in 6 years isn't enough to complain about.
Meanwhile 0.0 has been kicked over and over again.
Interesting fact: after 8 years of building outposts in sov 0.0 (which cost around 25 bill each, btw), null has just 3% of the manufacturing capacity of hi-sec. There are 5 systems in Caldari space which, combined, have more manufacturing capacity than all the outposts ever built.

POCO and the high sec import/export tax that came with them and the raise in market cost vs. the production cost of tech 2 at the time. Admittedly I abandoned tech 2 production and advanced PI with Crucible so perhaps it's worth looking into again.
Even still the raise in market costs was intorduced by that expansion which from what i can see knowing what I sold for and what they are now selling for it's 30% - which isn't good news for buyers in high sec.
I am not going to make any premature assumptions. From the little known, I do not think you can guess what exploration changes are supposed to represent. As for faction ships, they are rather unfortunate content...
Time will tell as more info is released, I guess.
